Firefighting and rescue service vehicles - Part 3: Permanently installed equipment - Safety and performance
This part of this European Standard specifies the minimum requirements for safety and performance of some optional specific permanently installed equipment on firefighting and rescue service vehicles, operated by trained persons, as designated in EN 1846-1 and specified in EN 1846-2. The permanently installed equipment covered by this Part of this European Standard is given below: - water installation; - liquid additive installation; - monitor; - equipment gantries; - demountable systems using a hydraulic hook arm. This part of this European Standard should be read in conjunction with any national regulations in force for vehicles using the public roads and with any EU Directives and associated EFTA regulations in force relevant to vehicles and their equipment. For the purposes of this European Standard, the normal ambient temperature range is - 15 °C to + 35 °C. For equipment to be used at temperature outside this temperature range, the particular temperature range should be specified by the user and the manufacturer should determine by a risk assessment any need for additional precautions.
Feuerwehrfahrzeuge - Teil 3: Fest eingebaute Ausrüstung - Sicherheits- und Leistungsanforderungen
1.1 Der vorliegende Teil dieser Europäischen Norm legt die nach EN 1846 1 und EN 1846 2:2009 geltenden Mindestanforderungen an Sicherheit und Leistung bestimmter optionaler, fest eingebauter und durch geschultes Personal betriebener Ausrüstungen in Feuerwehrfahrzeugen fest.
ANMERKUNG 1 Die für diese Fahrzeuge geltenden Kategorien und Gewichtsklassen sind in EN 1846 1 festgelegt.
Folgende fest eingebaute Ausrüstungen werden im vorliegenden Teil dieser Europäischen Norm behandelt:
- löschtechnische Einrichtung für Wasser;
- löschtechnische Einrichtung für Löschmittelzusatz;
- Werfer;
- Haltebügel (Aufnahmeeinrichtung);
- Wechselaufbausysteme mit einem hydraulischen Hakenausleger.
ANMERKUNG 2 Zusätzlich zum vorliegenden Teil dieser Europäischen Norm sollten einerseits diejenigen nationalen Festlegungen beachtet werden, die für auf öffentlichen Straßen eingesetzte Fahrzeuge gelten, sowie andererseits die auf Fahrzeuge und deren Ausrüstungen zutreffenden EU Richtlinien und damit in Zusammenhang stehenden EFTA Regelungen.
Für die Anwendung dieser Europäischen Norm gilt als normaler Umgebungstemperaturbereich 15 °C bis 35 °C.
ANMERKUNG 3 Bei Einsätzen außerhalb dieses Temperaturbereichs sollte der spezielle Temperaturbereich vom Anwender vorgegeben werden.
1.2 Diese Europäischen Norm behandelt nicht die folgenden Typen von Feuerwehrfahrzeugen oder Ausrüstungen:
- Fahrzeuge, ausschließlich zur Personenbeförderung konstruiert;
- Fahrzeuge, deren Gesamtgewicht im beladenen Zustand 3 t nicht überschreitet;
- Boote;
- Luftfahrzeuge;
- Eisenbahnen;
- Krankenkraftwagen (siehe EN 1789);
- Einrichtungen für entfernbare Ausrüstung, die mit Nebenantrieb (NA) angetrieben wird;
- Flugfeldfahrzeuge, die den Empfehlungen der Internationalen Zivilen Luftfahrtbehörde (ICAO, International Civil Aviation Organisation) entsprechen.
1.3 Der vorliegende Teil dieser Europäischen Norm enthält die technischen Anforderungen zur Minimierung der in Abschnitt 4 aufgeführten Gefährdungen, die bei der Inbetriebnahme, im Einsatz, bei routinemäßigen Überprüfungen und Instandhaltung der Feuerwehrfahrzeuge entsprechend den vom Hersteller oder von dessen autorisiertem Vertreter aufgestellten Spezifikationen auftreten können.
Folgende Gefährdungen sind nicht abgedeckt:
- nicht fest eingebaute Ausrüstung, d. h. tragbare Ausrüstung, die auf dem Fahrzeug mitgeführt wird;
- Einsatz in explosionsgefährdeten Bereichen;
- Inbetrieb und Außerbetriebnahme;
- Lärm (da fest eingebaute Ausrüstungen nicht unabhängig vom Fahrzeug betrieben werden können, wird diese Gefährdung durch EN 1846 2 abgedeckt);
- Elektromagnetische Verträglichkeit (EMV).
Zusätzliche Maßnahmen, die nicht in dieser Europäischen Norm behandelt werden, können für besondere Anwendungen (z. B. Brand in natürlicher Umgebung, Hochwasser usw.) erforderlich sein.
1.4 Dieses Dokument gilt nicht für Ausrüstungen, die hergestellt wurden, bevor CEN dieses Dokument veröffentlichte.

1.1 La présente partie de la présente Norme européenne spécifie les prescriptions minimales de sécurité et de performances de certains équipements optionnels spécifiques installés à demeure sur les véhicules des services de secours et de lutte contre l'incendie, mis en œuvre par des personnels qualifiés, tel que défini dans
l'EN 1846-1et spécifié dans l’EN 1846-2:2009.
NOTE 1 Les catégories et les classes de masse des véhicules des services de secours et de lutte contre l'incendie sont données dans l'EN 1846-1.
Les équipements installés à demeure faisant l’objet de la présente partie de la présente Norme européenne sont indiqués ci-dessous :
- installation d'eau ;
- installation d'additif ;
- lance-canon ;
- supports d'équipement ;
- systèmes porte berce avec bras hydraulique à crochet.
NOTE 2 Il convient d'utiliser la présente partie de la présente Norme européenne conjointement avec tout règlement national en vigueur pour les véhicules utilisant les voies publiques, ainsi que toute Directive EU et toute réglementation de l'AELE qui y est associée, concernant les véhicules et leurs équipements.
Pour les besoins de la présente Norme européenne, la plage de température ambiante normale s’étend de
- 15 °C à + 35 °C.
NOTE 3 Dans le cas d'utilisation à l'extérieur de cette plage de température, il convient que l’utilisateur spécifie la plage de température particulière.
1.2 La présente partie de la présente Norme européenne ne traite ni des véhicules de lutte contre l’incendie ou de secours ni des équipements suivants :
- véhicules destinés exclusivement au transport de personnel ;
- véhicules d'une masse totale en charge n'excédant pas 3 t ;
- bateaux ;
- aéronefs ;
- trains ;
- ambulances (voir EN 1789) ;
- dispositifs pour équipements amovibles utilisant la prise de mouvement ;
- véhicules d'aéroport correspondant aux recommandations de l'Organisation de l'Aviation Civile Internationale (OACI).
1.3 Le présent document traite des prescriptions techniques destinées à réduire au maximum les phénomènes dangereux énumérés à l'Article 4 qui peuvent intervenir pendant la mise en œuvre, l'utilisation opérationnelle, la vérification de routine et la maintenance des véhicules des services de secours et de lutte contre l'incendie, lorsqu'ils sont effectués selon les spécifications du fabricant ou de son mandataire.
Il ne couvre pas les phénomènes dangereux créés par :
- les équipements non installés à demeure, c'est-à-dire les équipements portables transportés par le véhicule ;
- les utilisations en atmosphère explosible ;
- la construction, et la mise au rebut ;
- le bruit (les équipements installés à demeure ne pouvant être utilisés séparément du véhicule, ce phénomène dangereux est couvert par la partie 2) ;
- la compatibilité électromagnétique.
Des dispositions complémentaires, non définies dans la présente norme, peuvent être nécessaires pour certaines utilisations (par exemple : feux d'espaces naturels, inondations, etc.)

Ta del tega evropskega standarda določa minimalne zahteve za varnost in obnašanje v uporabi nekatere neobvezne posebne trajno vgrajene opreme v gasilskih in reševalnih vozilih, ki jih upravljajo usposobljene osebe, kot je navedeno v standardu EN 1846-1 in opredeljeno v standardu EN 1846-2. Trajno vgrajena oprema iz tega dela tega evropskega standarda je navedena spodaj: – vodna napeljava; – napeljava za tekoče aditive; – monitor; – nosilci za opremo; – razstavljivi sistemi, ki uporabljajo hidravlično kljuko. Introduction
This document is a type C standard as stated in EN ISO 12100:2010.
This document should be used with EN 1846-2 which also deals with some optional specific permanently installed
equipment used by firefighters.
The equipment concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this document.
When provisions of this type C standard are different from those which are stated in type A or B standards, the
provisions of this type C standard take precedence over the provisions of the other standards, for machines that
have been designed and built according to the provisions of this type C standard.
This document also deals with the performance requirements which apply to the equipment as defined in the
scope.

1 Scope
1.1 This part of this European Standard specifies the minimum requirements for safety and performance of some
optional specific permanently installed equipment on firefighting and rescue service vehicles, operated by trained
persons, as designated in EN 1846-1 and specified in EN 1846-2.
NOTE Categories and mass classes of the firefighting and rescue service vehicles are given in EN 1846-1.
The permanently installed equipment covered by this Part of this European Standard is given below:
water installation;
liquid additive installation;
monitor;
equipment gantries;
demountable systems using a hydraulic hook arm.
This part of this European Standard should be read in conjunction with any national regulations in force for vehicles
using the public roads and with any EU Directives and associated EFTA regulations in force relevant to vehicles
and their equipment.
For the purposes of this European Standard, the normal ambient temperature range is - 15 °C to + 35 °C.
For equipment to be used at temperature outside this temperature range, the particular temperature range should

1.2 This European Standard does not deal with the following types of fire-fighting or rescue vehicles or
equipment:
all control systems outside of the cabin related to hook arm system;
vehicles designed exclusively for carrying personnel;
vehicles with a gross laden mass not exceeding 3 t;
boats;
aircraft;
railway vehicles;
ambulances (see EN 1789);
provisions for removable equipment driven by PTO;
airport vehicles in the scope of the recommendations of the International Civil Aviation Organisation (ICAO).
1.3 This part of this European Standard deals with the technical requirements to minimise the hazards listed in
Clause 4 which can arise during operational use, routine checking and maintenance of firefighting and rescue
service vehicles.
It does not cover the hazards generated by:

non-permanently installed equipment i.e. portable equipment carried on the vehicle;
use in potentially explosive atmospheres;
commissioning and decommissioning;
noise (as permanently installed equipment cannot be operated separately from the vehicle, this hazard is
covered in Part 2);
electromagnetic compatibility.
Additional measures not dealt with in this European Standard may be necessary for specific use (e.g. fire in natural
environment, flooding, etc.).
1.4 This document is not applicable to the equipment which is manufactured before its date of publication by
CEN.
