Overview
SIST EN 302 064-2 V1.1.1:2004 is a Slovenian standard developed by SIST, equivalent to ETSI EN 302 064-2, that addresses electromagnetic compatibility (EMC) and radio spectrum matters (ERM) for wireless video links (WVL) operating in the 1.3 GHz to 50 GHz frequency band. This document serves as a harmonized European Norm (EN) under Article 3.2 of the R&TTE Directive 1999/5/EC, supporting the efficient and interference-free use of the radio spectrum for wireless video communication, especially for professional and semi-professional applications.
The standard outlines the minimum technical requirements necessary for wireless video link equipment to ensure optimal spectrum usage and minimize the potential for harmful interference.
Key Topics
Scope and User Categories
- Covers terrestrial wireless digital video link equipment above 1.3 GHz.
- Applicable to a wide range of users: broadcasters, professional businesses, industrial users, emergency services, and consumers.
- Defines preferred channel bandwidths for various equipment categories.
Technical Requirements
- Focuses on transmitter and receiver characteristics relevant to spectrum efficiency and electromagnetic compatibility.
- Establishes requirements for output power, channel bandwidth, and spurious emissions.
- Stipulates mandatory conformance testing methods and measurement uncertainty limits.
Harmonization under R&TTE Directive
- Ensures equipment meets essential requirements for radio equipment as defined under Article 3.2.
- Facilitates mutual recognition of conformity across the European Community for wireless video link products.
Testing and Compliance
- Specifies environmental conditions and procedures for type testing of equipment.
- Includes detailed guidance on test methods and interpretation of measurement results.
- Requires that only non-user-accessible controls should impact interferential potential, enhancing operational safety.
Applications
Wireless video link equipment conforming to SIST EN 302 064-2 V1.1.1:2004 is intended for a range of professional and semi-professional video transmission applications, including:
Broadcasting and Programme Making
- Real-time, high-quality video transmission with low latency for live events.
- Contribution links between cameras, outside broadcast units, and studios.
Professional and Business Uses
- Secure and reliable digital video links for corporate, educational, and government environments.
Industrial and Emergency Services
- Deployment in utility industries, transportation, civil emergency response, and industrial surveillance.
- Use in situations requiring robust, high-quality digital video links within licensed or allocated frequency bands.
Consumer, Hobbyist, and Amateur Applications
- Indoor visual communication systems where spectrum management is crucial for interference mitigation.
This scope ensures that equipment is compatible with regulatory requirements and offers reliable performance across diverse operational environments.

The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1]. For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present document essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type. The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC Directive. For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive and new standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be required. The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal equipme
