Overview
EN 14508:2003/prA1 (CEN) amends the original EN 14508:2003 standard on postal services - quality of service - measurement of transit time for end-to-end single-piece non-priority and second-class mail. The Amendment 1 adapts the measurement rules to the enlarged EU by enabling economical, statistically robust measurement of a much larger number of cross-border mail flows with smaller volumes. It clarifies how to categorize mail flows and how to reach the required accuracy by measuring over consecutive years.
Key topics and requirements
- Scope: End-to-end transit time measurement for single-piece, non-priority/second-class mail; domestic rules remain unchanged while cross-border rules are relaxed to accommodate small-volume flows.
- Multi-year test periods: Test periods of 1, 2 or 3 years (per Annex F) are allowed. Cross-border flows in:
- Category 1 (large flows) - annual measurement with ±10% accuracy;
- Category 2 (medium flows) - 2-year cumulative measurement to reach ±10% accuracy;
- Category 3 (small/very small flows) - 3-year cumulative measurement to reach ±10% accuracy.
- Mail-flow categorization: Flows are ranked by real mail volumes per outbound country and allocated into categories to decide measurement strategy and reporting frequency.
- Reporting and representativeness: Results for flows requiring multi-year accumulation must not be reported until the full test period is complete; afterwards they are reported on a rolling multi-year basis. Representative stratification should be approached annually but full representativeness is required for the combined multi-year result.
- Sampling constraints: Annual sample sizes composing a multi-year result should be spread evenly and not differ relatively by more than 20% in any single year. Some relaxations (e.g., increased relative deviation allowances up to 30%) apply for small domestic flows when relevant.
- Operational details: Continuous coverage over the full multi-year period is required for a field of study; cross-border sampling may use selected induction days (e.g., rotation) rather than covering all dates.
Practical applications
- Enables postal operators and regulators to monitor and compare transit time performance across an enlarged EU where many cross-border pairs have low volumes.
- Supports national regulatory authorities in designing statistically sound quality-of-service measurement programs that are economical for small and medium flows.
- Useful for operational planners, performance analysts and policy-makers who need reliable end-to-end delivery metrics over time for benchmarking, service improvement and compliance reporting.
Who should use this standard
- Postal operators (national and international)
- Regulatory authorities overseeing postal quality of service
- Market analysts and statisticians designing postal service measurement programs
- CEN technical committees and national standards bodies implementing measurement frameworks

Foreword
This document (EN 14508:2002/prA1:2005) has been prepared by Technical Committee CEN/TC 331 “Postal
services”, the secretariat of which is held by NEN.

Introduction
When EN 14508 Postal service – Quality of service – Measurement of the transit time of end-to-end services
for single piece non-priority mail and second class mail was developed it was decided to base it on existing
measuring systems already in use among the European Union member states. Since the publication of EN
14508 in 2003 more countries have joined the European Union which have increased the number of cross-
border mail flows significantly and therefore made it necessary to adapt the standard accordingly.
This amendment to the standard has been developed to make it possible to economically measure a larger
number of mail flows from a wider range of countries than the original versions of the standard was made for.
The amendment gives information on how to categorize mail flows for measuring purposes and explain how
required accuracy for small and medium sized mail flows can be obtained by measuring under a consecutive
number of years.
