Tanks for transport of dangerous goods - Terminology

This European Standard gives the terminology for all tanks and does not cover carriage in bulk for the transport of dangerous goods. This document is part of the standards on tanks for transport of dangerous goods, prepared by CEN/TC 296 in application of the RID/ADR [2, 3]:
-   Annex A gives some definitions taken from RID/ADR chapter 1.2 ; and
-   Annex B gives some definitions taken from RID/ADR chapter 6.7.
NOTE   Annexes A and B are based on the 2013 edition of RID/ADR which are updated every two years. This includes the potential of temporary inconsistencies with these annexes.

Overview

EN 14564:2013/prA1 is a European Standard developed by the European Committee for Standardization (CEN) that specifies the terminology for tanks used in the transport of dangerous goods. Managed by CEN/TC 296, this standard plays a crucial role in ensuring clear, precise, and uniform language across the industry, aligning with the requirements of the RID/ADR regulations governing the international carriage of dangerous goods by rail and road. The scope of this standard is limited to tanks and does not extend to bulk transport methods.

Key Topics

The standard addresses several key terminology areas relevant to tanks for dangerous goods transport:

  • General Definitions: Clarifies tank-related terms used throughout CEN standards, such as "closure," "concave," "convex," and "elliptical cross section."
  • Annexes Based on RID/ADR:
    • Annex A includes definitions aligned with RID/ADR chapter 1.2.
    • Annex B provides terminology from RID/ADR chapter 6.7.
  • Amendments and Updates: Definitions are regularly revised to maintain harmonization with the biennially updated RID/ADR regulations, which can result in temporary inconsistencies.
  • Schematic Representations: Annex F introduces schematic diagrams for tank openings and closures according to tank code (A-, B-, C-, D-coded tanks), supporting clear identification and consistent communication among stakeholders.

Applications

The value of EN 14564:2013/prA1 lies in its wide range of practical applications for professionals involved in the transport of dangerous goods:

  • Design and Manufacturing: Ensures that engineers and manufacturers use a standard set of terms for designing compliant tanks and associated equipment, reducing errors and increasing safety.
  • Regulatory Compliance: Supports operators and regulators in Europe to align documentation, certification, and safety procedures, facilitating the movement of tanks across borders.
  • Documentation and Training: Provides a reference for technical documentation, training manuals, and operational procedures, supporting consistency in educational and operational environments.
  • Inspection and Maintenance: Enables inspectors and maintenance personnel to clearly understand tank features and components, reducing the risk of misinterpretation and ensuring safe operation.
  • International Cooperation: By referencing universally recognized terminology, entities involved in cross-border transport maintain effective communication and regulatory compliance.

Related Standards

EN 14564:2013/prA1 is part of a broader framework of standards supporting the safe transport of dangerous goods:

  • RID/ADR: Core international regulations governing the carriage of dangerous goods by rail (RID) and by road (ADR), regularly updated to reflect best practices.
  • EN 14025: Specification and testing of tanks of metallic materials used for the transport of dangerous goods.
  • EN 12245: Standards focusing on transportable gas cylinders and composite pressure receptacles.
  • ISO 21014: International standard for cryogenic vessels, dealing with design and terminology.
  • EN 14334: Inspection procedures during the in-service life of road tankers used for transporting dangerous goods.

Conclusion

By establishing a clear and unified terminology for tanks used in the transport of dangerous goods, EN 14564:2013/prA1 enhances operational safety, supports regulatory compliance, and facilitates international communication. Companies, regulators, and transport professionals benefit from improved clarity in technical documentation and processes, all while helping to ensure the highest standards in dangerous goods logistics.
