This document provides specific emission and immunity requirements, tests and performance criteria for residual current-operated protective devices (RCDs), for household and similar use, for rated voltages not exceeding 440 V. Household and similar use corresponds to the description given in the generic standard IEC 61000-6-1 for residential, commercial, and light-industrial electromagnetic environments. This document is intended to be referred to by RCD product standards and is not intended to be used as a standalone document. Residual current-operated protective devices are: - Residual current operated circuit-breakers without integral overcurrent protection for household and similar use (RCCBs) covered by IEC 61008 series and IEC 62423; - Residual current operated circuit-breakers with integral overcurrent protection for household and similar use (RCBOs) covered by IEC 61009 series and IEC 62423; - Residual current devices with or without overcurrent protection for socket-outlets (SRCDs) covered by IEC 62640; - Portable residual current devices without integral overcurrent protection (PRCDs) covered by IEC 61540; - Devices with an RCD functionality for household and similar use according product standards following the group safety publications for general safety requirements for RCDs, IEC 60755. This edition applies if it is referred to as a dated reference in the relevant product standard. This document is also intended to be used as a guideline in the preparation of EMC requirements and tests for other product standards under the scope of SC 23E. It also specifies generic performance criteria intended to be transformed into specific performance criteria by the relevant product standard. This part of IEC 62561 specifies the requirements and tests for devices intended to count the number of lightning strikes based on the current flowing in a conductor. This conductor may be part of a lightning protection system (LPS) or connected to an SPD installation or other conductors, which are not intended to conduct a significant portion of lightning currents. LSCs for use in hazardous atmospheres, extra requirements for the components may be necessary to be taken. NOTE In CENELEC countries, testing requirements of components for explosive atmosphere are specified in CLC/TS 50703-2.

1.1 Application This document specifies the main characteristics of the voltage at a network user's supply terminals in public low voltage, medium, high, and extra-high voltage AC electricity networks under normal operating conditions. This document specifies the limits or values within which the voltage characteristics can be expected to remain at any supply terminal in public European electricity networks, only. Industrial networks are excluded from the scope of EN 50160. NOTE 1 If non-public networks (e.g. residential quarters, energy communities, office centres, shopping centres) have similar end-users as public networks, it is strongly advised to apply the same requirements as for public networks. This document does not apply under abnormal operating conditions, including the following: a) a temporary supply arrangement to keep network users supplied during conditions arising as a result of a fault, maintenance and construction work, or to minimize the extent and duration of a loss of supply; b) in the case of non-compliance of a network user's installation or equipment with the relevant standards or with the technical requirements for connection, established either by the public authorities or the network operator, including the limits for the emission of conducted disturbances; NOTE 2 A network user’s installation can include load and generation. c) in exceptional situations, in particular: 1) exceptional weather conditions and other natural disasters; 2) third party interference; 3) acts by public authorities, 4) industrial actions (subject to legal requirements); 5) force majeure; 6) power shortages resulting from external events. The voltage characteristics given in this document refer to conducted disturbances in public electric power networks. They are not intended to be used as electromagnetic compatibility (EMC) levels or product emission limits. Power quality is related to EMC in several ways – especially because compliance with power quality requirements depends on the control of cumulative effect of electromagnetic emissions from all/multiple equipment and/or installations. Therefore, the voltage characteristics given in this document gives guidance for specifying requirements in equipment product standards and in installation standards. NOTE 3 The performance of equipment might be impaired if it is subjected to supply conditions which are not specified in the equipment product standard. NOTE 4 This document can be superseded in total or in part by the terms of a contract between the individual network user and the network operator. The sharing of complaint management and problem mitigation costs between the involved parties is outside the scope of EN 50160. IEC 60364-5-54:2011 addresses the earthing arrangements and protective conductors including protective bonding conductors in order to satisfy the safety of the electrical installation. This part of IEC 61340 describes test methods for measuring the rate of dissipation of static charge of insulating and static materials and products. It includes a generic description of test methods and detailed test procedures for specific applications. The two test methods for measuring charge decay time, one using corona charging and one using a charged metal plate are different and might not give equivalent results. Nevertheless, each method has a range of applications for which it is best suited. The corona charging method is suitable for evaluating the ability of materials, for example textiles, packaging, etc., to dissipate charge from their own surfaces. The charged metal plate method is suitable for evaluating the ability of materials and objects such as gloves, finger cots, hand tools, etc. to dissipate charge from conductive objects placed on or in contact with them. The charged plate method might not be suitable for evaluating the ability of materials to dissipate charge from their own surfaces. In addition to its general application, this horizontal standard is also intended for use by technical committees in the preparation of standards in accordance with the principles laid down in IEC Guide 108. One of the responsibilities of a technical committee is, wherever applicable, to make use of horizontal standards in the preparation of its publications. The contents of this horizontal standard shall not apply unless specifically referred to or included in the relevant publications.
