Overview

EN 13876:2002 - Transport - Logistics and Services - Goods transport chains - is a CEN Code of Practice for the provision of cargo transport services. It defines the management controls and key performance indicators (KPIs) needed to manage customer cargo effectively through the transport process. The standard is designed for service providers (carriers, freight arrangers, logistics operators) and as guidance for purchasers (shippers, consignees), and it supports independent auditability and continual improvement via regular self‑assessment (Annex A).

Key topics and requirements

  • Management controls and responsibility: Clear definition of provider responsibilities for contract review, documentation, storage, transport, loss/damage handling and subcontractor oversight.
  • Performance areas: Packaging inspection, preparation and dispatch processes, transport operation standards, proof of delivery and recording, and quality planning.
  • Transport conditions: Requirement to manage and record environmental and handling conditions affecting cargo (e.g., temperature, humidity, shock, vibration, orientation) where applicable.
  • Subcontractor management: Requirements for selection, monitoring and performance measurement of subcontractors to ensure no deterioration in service quality.
  • Quality systems and auditability: Recommendation that providers align management systems with recognised standards (EN ISO 9001) and declare performance conditions (EN 13011). The Code promotes self‑assessment and independent audits to assure measurement integrity.
  • Self‑assessment (Annex A): A recommended procedure and suggested form for measuring service performance and benchmarking against best practice to drive continual improvement.

Practical applications

  • Logistics managers and carriers use EN 13876 to design or validate operational controls, KPIs and documentation flows that protect cargo integrity.
  • Freight forwarders and third‑party logistics (3PL) providers apply the Code to specify responsibilities in contracts and to structure subcontractor agreements.
  • Shippers and purchasers use the standard as guidance when selecting providers, defining service requirements (including transport conditions) and evaluating provider performance.
  • Auditors and quality teams use the self‑assessment procedure to benchmark performance, identify gaps and prepare for independent audits.

Benefits

  • Improves transparency of responsibilities across the goods transport chain.
  • Reduces loss, damage and claims by standardizing practices for packing, handling and transport.
  • Enables consistent KPI reporting and continuous quality improvement.
