kSIST FprEN ISO 19157-3:2026 is the ISO standard for the data quality measures register in geographic information. It specifies how the register is established, maintained, published and accessed, including the machine-readable XML and Geospatial-API implementation. The standard is aimed at people and organizations that create, approve, manage or use data quality measures for geographic datasets.
What does kSIST FprEN ISO 19157-3:2026 specify?
kSIST FprEN ISO 19157-3:2026 specifies the management and operation of the ISO data quality measures register in line with ISO 19135, and it points to ISO 19157-1 for the structure of the data quality measures themselves. In practice, it defines a shared register that can be read by people and machines, so the same measure can be used consistently across different geographic applications.
The document is organized into the core register clauses, from scope and references through conformance, general requirements, registration, roles and responsibilities, management rules, and register content. It also includes normative annexes for testing and metadata, plus an informative annex on alignment with ISO 19135.
| Annex | What it covers |
|---|---|
| Annex A | Abstract test suites for conformance |
| Annex B | Metadata for the data quality measure item and for the register |
| Annex C | Informative overview of conformance to ISO 19135 |
What are the key requirements of kSIST FprEN ISO 19157-3:2026?
kSIST FprEN ISO 19157-3:2026 sets the rules for how a data quality measure becomes a register item, how it is approved, how it is identified, and how changes are tracked. It also defines the roles needed to run the register and the status states that tell users whether a measure can be used.
Conformance and register governance
A register claiming conformance shall pass all tests in Annex A. This matters because conformance is checked against defined test cases, not by interpretation alone.
The register is established and managed as an ISO register, and changes are retained with their details and justification. For a user, this means the register is traceable: if a measure changes, the history stays visible.
Clause 8 defines the main roles:
- register owner
- register manager
- control body
- register system manager
- proposer
- register user
ISO/TC 211 acts as the register owner and register manager. The control body approves content, the system manager runs the register system, proposers submit changes, and users access the register content.
The control body makes decisions by consensus, or by a two-thirds voting majority with at least three votes. Its chair and co-chair are nominated by the register owner, membership is reviewed every two years or as needed, and summary reports go to the owner annually or as appropriate. In practice, these rules define who can decide and how decisions stay accountable.
Proposal, approval and change control
A proposer submits a proposal to the register manager. The manager checks that the proposer is eligible and that the proposal is complete; incomplete or non-conforming proposals are rejected. This keeps bad or partial definitions out of the register.
The control body then evaluates the proposal and must decide within 120 days from submission. If accepted, the register manager changes the item status to valid and informs the proposer. The standard also requires documentation of the submission and the deliberations.
All approved changes are tracked in the change history, including the originator, action, date and time, content changes, justification and the resulting status. That is important for audits and for understanding why a measure now has a different form or use.
Identifiers, status and redaction
Each data quality measure has two unique identifiers: an ID described as an MD_Identifier in ISO 19115-1, and a URI. Identifiers shall be unique and persistent, and they must support the hierarchy defined by the register. This matters because users need stable references in reports, systems and links.
The register item statuses are valid, invalid, superseded, retired, notAccepted and submitted. Valid items are treated as published, while submitted, not accepted, superseded, retired and invalid items are treated as unpublished. In practice, this tells a user whether a measure is ready for operational use.
Non-substantive changes, such as clarity or spelling edits, go through redaction. Redaction keeps the status, creates a new version number, and records the date and time. Substantive changes may lead to invalidation, supersession or retirement, which signals that the old wording should no longer be used as-is.
Access and use
The register is an online register with a web-based user interface for searching and displaying content, and the scope specifies machine-readable implementation through XML and Geospatial-API. Anyone with a computer and internet connection can access the register, although access levels depend on role. This supports both manual review and automated data quality workflows.
What terms does kSIST FprEN ISO 19157-3:2026 define?
kSIST FprEN ISO 19157-3:2026 relies on a small set of core definitions for the register and its content.
- Data quality basic measure - a generic data quality measure used as the basis for creating specific data quality measures; it is an abstract data type and is not used directly when reporting data quality.
- Error - the measured quantity value minus a reference quantity value.
- Measurand - the quantity intended to be measured.
- Data quality measures register - a managed collection of data quality measures and their definitions.
- URI (Uniform Resource Identifier) - the identifier used to locate or name a register item in a stable, machine-readable way.
Who uses kSIST FprEN ISO 19157-3:2026?
kSIST FprEN ISO 19157-3:2026 is used by data producers, data users and the organizations that govern the register itself. It is relevant wherever geographic data quality needs to be described in a consistent and reusable way.
Data producers can use the register to assess and describe how well a dataset conforms to its product specification. Data users can use it to compare datasets and decide whether the quality is sufficient for a given application.
The standard is also used by:
- ISO/TC 211 as register owner and manager
- the control body that approves register content
- the register system manager who operates the system
- proposers who submit new measures, basic measures or parameters
- register users who retrieve measures for manual or automated quality evaluation
What changed in kSIST FprEN ISO 19157-3:2026 from the previous edition?
kSIST FprEN ISO 19157-3:2026 is the first edition and it cancels and replaces ISO 19157:2013 Annex D, Annex G and Annex H, with technical revision.
The main changes stated for this edition are:
- it becomes the ISO 19157-3 data quality measures register specification
- the data quality measures themselves are not part of this document
- ISO 19157-3 is a Registration Authority standard as defined in the ISO Directives, Part 2
- the data quality measures are stored and managed in the online ISO 19157-3 data quality measures register
Which standards are used with kSIST FprEN ISO 19157-3:2026?
kSIST FprEN ISO 19157-3:2026 depends on four standards that provide the base for its register model and governance.
- ISO 19103 - supplies the conceptual schema language and the basic data types used by the register.
- ISO 19115-1 - supplies metadata fundamentals and the metadata model used for item and register metadata, including the identifier concept.
- ISO/DIS 19135 - supplies registration and register governance rules, which this standard applies to the ISO data quality measures register.
- ISO 19157-1 - supplies the general requirements for data quality and the structure of the data quality measures referenced by this register standard.
What does the kSIST FprEN ISO 19157-3:2026 document contain?
kSIST FprEN ISO 19157-3:2026 contains a UML-based register model, governance rules, proposal and approval workflows, status management, identifier rules and metadata definitions. It also gives the abstract test suites used to check conformance.
The document includes figures for the proposal process, approval process and redaction process, plus tables for requirements, recommendations, permissions, status indications and URI templates. Annex A provides the conformance tests, Annex B provides the metadata tables, and Annex C maps the document to ISO 19135.

Introduction
Geographic data are increasingly being shared, interchanged and used for purposes other than their
producers’ intended ones. Information about the quality of available geographic data is vital to the process
of selecting a dataset in that the value of data are directly related to its quality. A user of geographic data
may have multiple datasets from which to choose. Therefore, it is necessary to compare the quality of the
datasets to determine which best fulfils the requirements of the user.
To facilitate comparisons, it is essential that the results of the quality are expressed in a comparable way and
that there is a common understanding of the data quality measures that have been used. These data quality
measures provide descriptors of the quality of geographic data through comparison with the universe of
discourse. The use of incompatible measures makes data quality comparisons impossible to perform. This
document standardizes the components and structures of data quality measures and defines commonly
used data quality measures.
Data quality measures defined in a standard register enable the consistent use of data quality measures
throughout various geographic applications adopting standard quality evaluation procedures, such as the
one defined in the ISO 19157-1.
This document specifies the process of establishing, maintaining and publishing register of data quality
measures in compliance with ISO/DIS 19135. It identifies and describes components and content structure
of a register for data quality measures, and the registration and maintenance procedure. This document also
specifies the required machine-readable implementation of the register and the procedure of access and use
of the register. The ISO 19157-3 data quality measures register is applicable to both data producers and
users. Data producers can use the ISO 19157-3 data quality measures register to assess and describe how
well a dataset conforms to its product specification. Data users can use ISO 19157-3 data quality measures
register to perform their own evaluation and determine whether or not specific geographic data are of
sufficient quality for their particular application.
ISO 19157-3 data quality measures register and the ISO 19157-3 data quality measures register system are
referred to as the ISO data quality measures register and the ISO data quality measures register system.
ISO 19157-3 data quality measures and ISO 19157-3 basic measures are referred to as the register items.
This document describes how the requirements of ISO 19135 areapplied to the ISO data quality measures
register. The only requirement class in ISO 19135 not used in this document is requirements class
'Requirements class of the appeal process' (https://standards.isotc211.org/19135/-/3/req/appeal-process).
See Annex C for details.
Annex A, which is normative, provides a test for conformance to this document.
Annex C, which is informative, provides and overview of ISO data quality measures register's compliance
with ISO/DIS 19135.

In addition to the requirements class in Table 2, a recommendation class is defined in Table 3 and a permission
class is defined in Table 4. These recommendations and permissions, when implemented, can contribute to
improved content in the data quality measures register. However, recommendations and permissions are
optional and do not have an impact on the results of the conformance testing; thus the recommendation
class in Table 3 and the permission class defined in Table 4 are not related to any of the conformance classes
defined in Clause 5.

7 Registration of data quality measures
Data quality measures defined in the ISO data quality measures register allow users (humans and machines)
the consistent use of data quality measures throughout various geographic applications adopting standard
quality evaluation procedures, such as the one defined in the ISO 19157-1.
The structure and components of the measures in the ISO data quality measures register are defined in
ISO 19157-1 and presented in Figure 1. ISO data quality measures register uses basic data types as defined
in ISO 19103.
ISO data quality measures register is an online register from which data (i.e. measures) and their metadata
are retrievable by their identifier using a standardised free and open communication protocol. Anyone
with a computer and an internet connection can access the register and its content. As specified in Clause 8,
access levels to the register vary depending on the role users of the register fulfil.
ISO data quality measures can be used in one or several data quality evaluation reports with all required
components for data quality measures, as specified in this register specification.
The ISO data quality measures register enables the user to refer to ISO data quality measures from an
authoritative source each time when needed, instead of re-defining the measures within a data quality report.
