This part of IEC 60071 constitutes application guidelines and deals with the selection of insulation levels of equipment or installations for three-phase a.c. systems. Its aim is to give guidance for the determination of the rated withstand voltages for ranges I and II of IEC 60071- 1 and to justify the association of these rated values with the standardized highest voltages for equipment.
This association is for insulation co-ordination purposes only. The requirements for human safety are not covered by this document.
This document covers three-phase a.c. systems with nominal voltages above 1 kV. The values derived or proposed herein are generally applicable only to such systems. However, the concepts presented are also valid for two-phase or single-phase systems.
This document covers phase-to-earth, phase-to-phase and longitudinal insulation.
This document is not intended to deal with routine tests. These are to be specified by the relevant product committees.
The content of this document strictly follows the flow chart of the insulation co-ordination process presented in Figure 1 of IEC 60071-1:2019. Clauses 5 to 8 correspond to the squares in this flow chart and give detailed information on the concepts governing the insulation coordination process which leads to the establishment of the required withstand levels.
This document emphasizes the necessity of considering, at the very beginning, all origins, all classes and all types of voltage stresses in service irrespective of the range of highest voltage for equipment. Only at the end of the process, when the selection of the standard withstand voltages takes place, does the principle of covering a particular service voltage stress by a standard withstand voltage apply. Also, at this final step, this document refers to the correlation made in IEC 60071-1 between the standard insulation levels and the highest voltage for equipment.
The annexes contain examples and detailed information which explain or support the concepts described in the main text, and the basic analytical techniques used.

IEC 60071-11:2022 applies to high-voltage direct current (HVDC) systems. It specifies the principles on the procedures for the determination of the specified withstand voltages, creepage distance and air clearances for the equipment and the installations of these systems.
This document gives the insulation co-ordination principles related to line commutated converter (LCC) and voltage sourced converters (VSC) HVDC systems. The main principles of this document also apply to other special converter configurations of LCC, such as the capacitor commutated converter (CCC) as well as the controlled series compensated converter (CSCC), etc.
This document applies to insulation co-ordination of equipment connected between the converter AC bus (including the AC harmonic filters, the converter transformer, the circuit breakers) and the DC line side. The line and cable terminations in so far as they influence the insulation co-ordination of converter station equipment are also covered.
This document applies only for HVDC applications in power systems and not for industrial conversion equipment. Principles and guidance given are for insulation co-ordination purposes only. The requirements for human safety are not covered by this document.
This international standard replaces, in conjunction with IEC 60071-12, IEC 60071-5 published in 2014.
This edition includes the following significant technical changes with respect to IEC 60071‑5:2014:


       
  1. This standard applies to both LCC and VSC HVDC systems whereas IEC 60071-5 only dealt with LCC HVDC system;

This document covers statistical methodology for assessing the expected agreement between two standard test methods that purport to measure the same property of a material, and deciding if a simple linear bias correction can further improve the expected agreement. It is intended for use with results collected from an interlaboratory study meeting the requirement of ISO 4259-1 or equivalent (for example, ASTM D6300). The interlaboratory study must be conducted on at least ten (10) materials that span the intersecting scopes of the test methods, and results must be obtained from at least six (6) laboratories using each method.
The statistical methodology is based on the premise that a bias correction will not be needed. In the absence of strong statistical evidence that a bias correction would result in better agreement between the two methods, a bias correction is not made. If a bias correction is required, then the parsimony principle is followed whereby a simple correction is to be favoured over a more complex one. Failure to adhere to the parsimony principle generally results in models that are over-fitted and do not perform well in practice.
The bias corrections of this practice are limited to a constant correction, proportional correction or a linear (proportional + constant) correction.
The bias-correction methods of this practice are method symmetric, in the sense that equivalent corrections are obtained regardless of which method is bias-corrected to match the other.
A methodology is presented for establishing the 95 % confidence limit (designated by this practice as the between methods reproducibility) for the difference between two results where each result is obtained by a different operator using different apparatus and each applying one of the two methods X and Y on identical material, where one of the methods has been appropriately bias-corrected in accordance with this practice.
This standard is intended for test methods which measure quantitative (numerical) properties of petroleum or petroleum products.
The statistical methodology outlined in this practice is also applicable for assessing the expected agreement between any two test methods that purport to measure the same property of a material, provided the results are obtained on the same comparison sample set, the standard error associated with each test result is known, and the sample set design meets the requirements of this practice, in particular that the statistical degree of freedom associated with all standard errors are 30 or greater

Procedures enabling to take into account the effect of adaptive building envelope elements in the calculation of the energy needs for heating, cooling, internal temperatures and sensible and latent heat loads for buildings.
ISO 52016-1:2017 contains a normative Annex G that provides already a framework for such calculation procedures. The aim of this new proposed standard is to work out calculation procedures instead of only a framework for the calculation.
Adaptive building envelope elements are (usually: transparent) elements in the building envelope with thermal and/or solar and/or visual properties that vary in time, either passively or due to an active control.
The aim of adaptive building envelope elements is to improve the energy performance and/or comfort in the building under varying outdoor conditions (weather, season), indoor conditions (e.g. internal heat gains) and user needs.
Examples of adaptive building envelopes are products or assemblies with one or more of the following features:
• movable blinds,
• controllable vents,
• switchable glazing,
• movable thermally insulating shutters,
• PV integrated glazing (leading to variable total (thermal) solar energy transmittance),
• double skin facades.
The input data for the calculation are the thermal, solar and visual properties of the building element for the different states (e.g. from open to closed, from dark to light and combinations of these); and in case of gradually varying properties: for a number of representative discrete states.
In order to be able to use these properties for energy and internal temperature calculations, the details of the (passive or active) control protocol are needed as input as well.
The thermal, solar and visual properties of the building element are the thermal transmittance (Uvalue), air permeability (L-value) and solar transmittance (g-value). Or, where needed, the properties per component: e.g. thermal resistances and air permeability per component, solar absorptance and solar and visual transmittance per component. It is assumed that the existing standards on glazing
(ISO/TC 160/SC 2, CEN/TC 129) and on building elements (especially the EPB standards recently revised under ISO/TC 163/SC 2 and CEN/TC 89) enable to obtain these input data in most cases.
No ready-to-use international standards exist for the assumptions on the control protocol. EN 15232-1 (and ISO 52120-1 in preparation) provides some guidance.
The output of this standard should also be usable to compare products and assemblies. Due to the interactive nature of adaptive building envelope elements, this may require the use of specific reference buildings and occupant patterns (similar as for current international standards on energy performance rating of glazings and windows).
