Event video data recorder for road vehicle accidents - Part 1: Basic requirements (IEC 63005-1:2017)

IEC 63005-1:2017(E) describes basic requirements for event video data recorders (EVDRs) for road vehicle accidents, used for identifying and analysing causes of accidents based on video from a front-mounted camera and other information obtained before and after such events. In addition to video from a front-mounted camera and vehicle behaviour, these products can record side and/or rear video data for enhanced functionalities in determining causes of accidents and analysing collision events.

Overview

EN 63005-1:2017 (IEC 63005-1:2017) defines the basic requirements for Event Video Data Recorders (EVDRs) used to identify and analyse causes of road vehicle accidents. Focused on video from a front-mounted camera (with optional side/rear cameras) and associated vehicle data recorded before and after an event, the standard sets out functional, performance and environmental requirements for EVDRs intended for accident investigation while restricting their use for other purposes (for example, they are not to record sound).

Key Topics

  • Scope and classification
    • EVDR types are classified by security level and interoperability of functions.
  • Functional requirements
    • Core EVDR functions: event-triggered video capture, time-stamped pre/post-event data, and storage for accident analysis.
    • Types of event data: the standard distinguishes mandatory and optional data items (video, vehicle behaviour, timestamps, etc.).
  • Hardware and interfaces
    • Physical structure and input interfaces for cameras and sensors; guidance on mounting and coordinate systems.
  • Camera performance
    • Requirements for front-mounted camera FOV (horizontal/vertical), basic imaging performance and vehicle registration plate detection capability.
  • Power and safety
    • Power supply requirements, fuse protection and measures for protection from power failure to ensure event data preservation.
  • Data storage & security
    • Secure storage, retention of pre- and post-event data, and product identification requirements to support forensic use.
  • Environmental reliability
    • Environmental tests required for operation and storage: low/high temperature, vibration and mechanical shock.
  • Supporting material
    • Informative annexes for FOV test setups, product ID assignment and registration plate identification tests.

Applications

Who uses EN 63005-1:2017 and EVDR technology:

  • Vehicle manufacturers and Tier‑1 suppliers specifying onboard camera and recorder systems.
  • Fleet operators and commercial vehicle integrators deploying accident-capture solutions for liability and safety analysis.
  • Accident investigators and road safety authorities using recorded video and vehicle data to reconstruct incidents.
  • Test labs and certification bodies validating compliance with EVDR basic requirements.

Practical benefits include improved事故 reconstruction, faster root-cause analysis, and enhanced evidence preservation for legal and safety processes.

Related Standards

EN 63005-1 cites and aligns with several international standards and test methods, including parts of the IEC 60068 environmental test series and imaging references such as ISO 12233 (resolution/plate detection). The document is based on IEC 63005-1:2017 and appears in the CENELEC/CENELECT docket as EN 63005-1:2017. Keywords: EVDR, event video data recorder, EN 63005-1:2017, IEC 63005-1, vehicle accident recording, camera FOV, data security, environmental testing.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and

INTRODUCTION
There is a distinction between event video data recorder (EVDR) systems and digital
tachographs (DTG, ISO 16844-7), which record vehicle dynamics and the driver’s activities
during the entire driving period. There is also a distinction between EVDR systems and event
data recorders (EDR, IEEE 1616), which record vehicle dynamics and the driver’s activities
before, during and after the event. DTGs and EDRs both have direct connections to the
vehicle's internal signal line, such as in-vehicle network (IVN) or analogue signal line,
whereas direct connection is not required for EVDRs.
EVDR systems are prohibited from serving purposes other than the aforementioned. They
cannot be placed in unapproved areas and/or not record sound.
