Residential solid fuel burning appliances - Part 2-3: Cookers

This Part 2-3 of EN 16510 is applicable to hand fired residential cookers whose primary function is to cook and whose secondary function is to provide heat into the space in which they are installed. Additionally, where fitted with a boiler, they also provide domestic hot water and/or central heating. These appliances may burn one or more types of the following solid fuels in accordance with the appliance manufacturer’s instructions:
− wood logs
− compressed untreated wood
− wood pellets
− solid mineral fuels
− peat briquettes.
This Part 2-3 of EN 16510 is not applicable to appliances with fan assisted combustion air or appliances that are mechanically fired.
This Part 2-3 of EN 16510 is to be used in conjunction with EN 16510-1 of which it is an integral part.

This document (EN 16510-2-3:2022) has been prepared by Technical Committee CEN/TC 295
“Residential solid fuel burning appliances”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by June 2023, and conflicting national standards shall be
withdrawn at the latest by November 2025.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 12815:2001 as amended and corrected. In relation to EN 12815:2001 as
amended and corrected the following changes have been made:
— measurement methods for NO , hydrocarbon and particulate matter emissions for solid fuel burning

appliances;
— specifications for classification of solid fuel burning appliances and system boundaries for room
sealed appliances;
— requirements for the safety of solid fuel burning appliances with water-bearing components added;
— Annex ZA updated according to requirements of M/577;

— requirements for environmental sustainability added.
This document has been prepared under a standardization request given to CEN by the European
Commission and the European Free Trade Association.

parts 2-1 to 2-6.

1 Scope
This document is applicable to cookers for solid fuel (hand fired residential cookers).
The intended use of the appliances is cooking and space heating in residential buildings. They can be
fitted with a boiler (integral part of the appliance containing water to be heated up) for the supply of hot
water for central heating systems.
These appliances can burn one or more types of the following solid fuels as specified:
— wood logs;
— compressed untreated wood;
— wood pellets;
— lignite briquettes;
— solid mineral fuels;
— peat briquettes.
This document is not applicable to appliances with fan assisted combustion air or appliances that are
mechanically fed.
This document specifies procedures for assessment and verification of constancy of performance (AVCP)
of characteristics of solid fuel burning cookers.

4 Characteristics
4.1 Protection of combustible materials
The performance of the appliance in relation to protection of combustible materials shall be determined
in accordance with EN 16510-1:2022, 5.6.
When tested in accordance with EN 16510-1:2022, 5.6, the protection measure(s) as specified according
to Table 1 shall be given as minimum distance to combustible materials and if appropriate as material
type and thickness of protective insulation material.
The protection measures as specified shall be given in [mm] as an integer according to EN 16510-1:2022,
Table 22, no. 33, 34, 35, 36, 37, 38, 39 and 41 (d , d , d , d , d , d , d , s).

The performance of the appliance in relation to carbon monoxide emission at nominal heat output and at
part load heat output (if part load is specified) shall be determined in accordance with EN 16510-1:2022,
6.3.1 and 6.3.2.
The CO value if specified at nominal heat output and at part load heat output (if part load is specified) is

4.6 Safety and accessibility in use
4.6.1 General
The data for the installation to a chimney are to be evaluated at nominal heat output. Specific data are to
be evaluated at safety test heat output. Additional data are to be evaluated at part load heat output, if part
load is specified.
4.6.2 Flue gas outlet temperature at nominal heat output
The performance of the appliance in relation to flue gas outlet temperature at nominal heat output shall
be determined in accordance with EN 16510-1:2022, 6.2.1.
The value of the flue gas outlet temperature for the installation of the appliance to a chimney if specified
is to be given in [°C] as an integer according to EN 16510-1:2022, Table 22, no. 47 (T ).

4.6.3 Flue gas outlet temperature at part load heat output
The performance of the appliance in relation to flue gas outlet temperature at part load heat output (if
part load is specified) shall be determined in accordance with EN 16510-1:2022, 6.2.1.
The value of the flue gas outlet temperature at part load heat output (if part load is specified) for the
installation of the appliance to a chimney if specified is to be given in [°C] as an integer according to
EN 16510-1:2022, Table 22, no. 48 (T ).

4.6.4 Minimum flue draught at nominal heat output
The performance of the appliance in relation to the minimum flue draught at nominal heat output shall
be determined in accordance with EN 16510-1:2022, 6.5.
The value of the minimum flue draught if specified at nominal heat output for the installation of the
appliance to a chimney is to be given in [Pa] as an integer according to EN 16510-1:2022, Table 22, no.

4.6.6 Flue gas mass flow at nominal heat output
The performance of the appliance in relation to the flue gas mass flow at nominal heat output shall be
determined in accordance with EN 16510-1:2022, 6.12.
The flue gas mass flow value if specified at nominal heat output for the installation of the appliance to a
chimney is to be given in [g/s] with 1 decimal according to EN 16510-1:2022, Table 22, no. 50 (ϕ ).

4.6.7 Flue gas mass flow at part load heat output
The performance of the appliance in relation to the flue gas mass flow at part load heat output (if part
load is specified) shall be determined in accordance with EN 16510-1:2022, 6.12.

“Residential solid fuel burning appliances”, the secretariat of which is held by BSI.
This document is currently submitted to the CEN Enquiry.
This document together with EN 16510-1:2021 will supersede EN 12815:2001 as amended and
corrected.
This document has been prepared under a standardization request given to CEN/CENELEC by the
European Commission and the European Free Trade Association.

The structure of EN 16510, Residential solid fuel burning appliances, is as follows:

that publication into the European Standard: Residential solid fuel burning appliances – Requirements and
test methods for cookers.
This document is expected to be used in conjunction with prEN 16510-1:2021. This document refers to
Clauses of prEN 16510-1:2021 or adapts Clauses by stating “with the following modification”, “with the
following addition”, “is replaced by the following” or “shall not be applicable” in the corresponding Clause.
This document adds Clauses or Subclauses to the structure of prEN 16510-1:2021 which are particular
to this document.

1 Scope
This document is applicable to hand fired residential cookers whose primary function is to cook and
whose secondary function is to provide heat into the space in which they are installed. Additionally,
where fitted with a boiler, they also provide domestic hot water and/or central heating.
These appliances can burn one or more types of the following solid fuels in accordance with the appliance
manufacturer’s instructions:
— wood logs;
— compressed untreated wood;
— wood pellets;
— lignite briquettes;
— solid mineral fuels;
— peat briquettes.
This document is not applicable to appliances with fan assisted combustion air or appliances that are
mechanically fed.
This document is used in conjunction with prEN 16510-1 of which it is an integral part.
2 Normative references

4 Descriptive features
prEN 16510-1:2021, Clause 4, shall be applicable with the following modifications.
4.4.2.2 Integral boilers constructed of steel
Addition:
Differing from the requirement given in Table 2 for walls of water backed surfaced of the combustion
chamber in contact with burning fuel or products of combustion the minimum wall thickness for non-
alloy steels is 4 mm for cookers.

4.4.7 Ashpan and ash removal
prEN 16510-1:2021, 4.4.7, shall be applicable with the following modification.
Replacement of the 1st paragraph:
A means of removing ash residue from the appliance shall be provided. Where an ashpan is provided its

capacity shall be not less than 0,3 dm per kW nominal output whilst retaining sufficient space above to
allow adequate primary air-flow through the bottomgrate or firebed. If the ashpan resides in the
appliance it shall locate in the ashpit in such a way that it allows the free passage of primary air and in
such a position that it does not obstruct any primary air inlet control.
4.4.8 Bottomgrate
prEN 16510-1:2021, 4.4.8, shall be applicable with the following modification.

4.4.11 Charging doors and ash-pit doors
prEN 16510-1:2021, 4.4.11, shall be applicable with the following additional paragraphs:
When open, firedoors shall not obstruct the firebox opening and shall be capable of opening to an angle
greater than 90°.
If fitted, hotplate charging doors shall either be removable or capable of being opened to an angle greater
than 90°.
Designed air inlets around the periphery of the door(s) are permitted.
Addition of the following new subclause:
4.301 Additional requirements for cookers
4.301.1 Oven door
When open, side hinged oven doors shall not obstruct the oven opening and shall be capable of opening
to an angle greater than 90°.
When drop down doors are completely open, they shall form an angle of between 85° and 90° to the
vertical and remain in this position. When tested in accordance with A.4.301.5, the drop down door shall
not sag by more than 15 mm, and the cooker shall not tilt.
4.301.2 Hotplate and top plate
The top plate shall incorporate a metal or ceramic surface in the form of a hotplate. Part of the hotplate
shall be designed as a boiling plate area.
When the cooker is assembled in accordance with the appliance manufacturer’s installation instructions,
complete with any legs or plinth supplied as an integral part of the appliance, the height from the floor to
the cooking surface(s) shall be between 800 mm and 930 mm.
4.301.3 Main/additional ovens
Where a compartment or compartments are provided as an oven or ovens, their purpose shall be
specified in the appliance operating instructions.

At least one of the oven compartments shall be provided with at least two shelf runner positions. When
tested in accordance with the test method detailed in A.4.301.4, the angle of inclination of any oven shelf
when under load shall not exceed 10° from the horizontal.
4.301.4 Ashpit and ashpit cover/door
The ashpit shall be so designed that when the ashpan is in position it shall not restrict the primary air
inlet.
The ashpit cover/door shall be designed to ensure that
— its closure is not prevented by spilled residue material;
— it cannot be accidentally dislodged;
— when hot it can be handled safely with the tools provided;
— the ashpit is of sufficient size to accommodate the ashpan.
4.301.5 Oven temperature indicators
For a cooker with an oven(s) to which an oven temperature indicator is fitted, the indicator shall be
readable without opening the oven door.

6.301 Additional requirements for cookers
6.301.1 Oven heating
When tested in accordance with A.4.301.3, at the same flue draught as used during the performance test
at nominal heat output, the strips of shortbread shall be cooked through to the centre. The degree of
browning of the top and bottom surfaces of the strips, when assessed against the browning chart detailed
in A.4.301.3, shall be within the colour range given on the chart.
6.301.2 Boiling test
When tested in accordance with A.4.301.2 at the same flue draught as used during the performance test
at nominal heat output, the temperature of the water in the specified boiling utensil shall rise by 75 K
within 20 min of the start of the test.
6.301.3 Appliances with alternative bottomgrate positions
Where the appliance has alternative lower and upper bottomgrate positions i.e. for winter/summer mode
operation, the appliance shall be tested initially with the bottomgrate in its lower position, and the
performance requirements specified in 6.1 to 6.4 shall be satisfied.
In addition, the following tests shall be undertaken with the bottomgrate in its upper position:
a) a nominal heat output test conducted in accordance with A.4.7 to determine the heat outputs and to
verify that the safety requirements of 6.4 to 6.6 are met.
The requirements of 6.1 to 6.4 do not apply to the heat output tests in this upper bottomgrate position
and therefore only the following parameters shall be measured and recorded during this test:
i) space heating output;
ii) water heating output (if boiler fitted);
iii) surface temperatures of operating knobs/handles;
iv) temperatures of the trihedron test hearth and walls or other structure surrounding the appliance
e.g. ceiling;

v) flue gas temperature.
b) a hotplate boiling test in accordance with A.4.301.2, when the appliance shall satisfy the
requirements of 6.301.1.

For installation of the cooker in a trihedron in accordance with manufacturer’s instructions, especially
take note of the given information on minimum distances from combustible material right, left of or
behind the appliance including minimum distances from combustible material above the hotplate and
right, left of or behind the appliance above surface area of the hotplate (see Figure A.303).
For those cookers, where the distance between ceiling / top cove (wall cupboard, overhead storage
capacities) and appliance top is less than 0,75 m, it is necessary to measure the temperature of the ceiling,
and the ceiling shall also be fitted in accordance with the manufacturer’s installation instructions.
For the test the surrounding test structure shall have at least the same depth as the appliance (the safety
reeling is not taken into account).

A.4.301 Special tests for cookers
A.4.301.1 Measurement of oven temperature
Measure the temperature at the centre of the main oven and any additional oven(s) (where fitted) using
a thermocouple capable of meeting the uncertainty of measurement requirements specified in A.3.
Measure and record the centre temperature of each oven either continuously or at intervals not exceeding
1 min. At the end of the test period, calculate the mean centre temperature of each oven.
A.4.301.2 Hotplate boiling test
A.4.301.2.1 General
This test may be conducted as a separate test or as part of one of the typical test regimes detailed in
A.4.302. The hotplate boiling test may start from cold or may follow the nominal heat output test provided
that the fire has been de-ashed in accordance with A.4.3 at the termination of that test. In either case, the

appliance is then operated for a further pre-test period in accordance with A.4.7.2 before commencing
the test period.
If the test is started from cold, the hotplate boiling pre-test period shall be preceded by an initial ignition
and pre-test period at nominal heat output in accordance with A.4.7.2.
The primary air opening to be used for the hotplate boiling test shall be as specified by the manufacturer
in the operating instructions for the appliance. If the appliance is fitted with a thermostatically controlled
primary air control, the test is carried out with the thermostatic control in operation.
A.4.301.2.2 Test utensil
The boiling test utensil shall be a steel or cast iron saucepan having the dimensions shown in
Figure A.301. The base of the saucepan shall be flat with a tolerance of 0,05 mm in the concave direction
only.
A.4.301.2.3 Pre-test period
At the end of the nominal heat output test or at the end of the initial ignition and pre-test period, de-ash
the fire if this has not already been done. Load the appliance with the calculated mass of test fuel in
accordance with A.4.2.
Where the appliance is fitted with an oven, set the primary air control as stated in the appliance operating
instructions so that a centre of oven temperature of (230 ± 30) °C is achieved. The pre-test period ends
when the centre of oven temperature has remained steady within (230 ± 30) °C for a period of not less
than 30 min.
For appliances without an oven, leave the control set for nominal heat output and allow it to operate at
this nominal heat output for a period of not less than 30 min. This ends the pre-test period.
A.4.301.2.4 Test period
Place (2 000 ± 5) g of water into the test utensil and place the lid in position. Insert a thermometer,
meeting the uncertainty of measurement requirements specified in A.3, through the hole in the centre of
the lid, so that the bottom of the thermometer bulb is positioned (10 ± 1) mm above the inside base of
the test utensil. Leave the test utensil to stand for at least 5 min. Measure the temperature of the water
and ensure that this is between 17 °C and 20 °C.
The boiling test starts 20 min after the start of the test period by placing the test utensil on the boiling
plate and ends when the temperature in the test utensil has increased by 75 K. Record the time taken for
the temperature to rise by this amount.
For cookers without an oven, maintain the control settings necessary to give the nominal heat output.
Refuel and de-ash the fire as necessary. A single hotplate boiling test shall be completed within 30 min of
the start of the test period.
For cookers with oven(s), maintain the centre of oven temperature within (230 ± 30) °C over the 120 min
boiling test period. Refuel and de-ash the fire, as necessary. A total of two boiling tests shall be carried
out, one starting 20 min into the first 60 min period and the other starting 20 min into the second 60 min
period.
Measure and record the surface temperatures of any operating knobs intended to be operated without
the use of a tool, and the temperature in any integral fuel storage container, if fitted. The temperatures
shall be measured at intervals of such duration as to ensure that the maximum temperatures achieved
are recorded.
Measure and record the temperatures of the trihedron test hearth and walls, either continuously or at
regular intervals of not more than 1 min, to ensure that the maximum temperatures achieved are
recorded.

A.4.301.3 Oven heating test
A.4.301.3.1 General
This test assesses the ability of the oven to cook satisfactorily strips of shortbread at an oven temperature
declared by the manufacturer. This test may be conducted as a separate test or as part of one of the typical
test regimes detailed in A.4.302. The test can be started from cold or may follow another test. In either
case a pre-test period is allowed to pre-condition the cooker and achieve the manufacturer's claimed
oven temperature.
A.4.301.3.2 Recipe for shortbread
For the shortbread cooking test, the following recipe is used:
— 300 g wheat flour;
— 200 g margarine taken from the refrigerator 1 h beforehand;
— 100 g caster sugar;
— 1 egg (approximately 60 g);
— 1 pinch salt.
The ingredients are mixed together in a mixer to form a paste. The mixing is stopped when a good paste
consistency is obtained. The paste is then placed in a refrigerator at a temperature between 2 °C and 10 °C
and left to stand for not less than 12 h.
The paste is removed from the refrigerator 20 min before being formed into strips (4 ± 1) mm thick and
(20 ± 2) mm width. The strips, spaced (10 ± 1) mm apart, are placed on the baking sheet parallel with the
side walls of the oven so as to fill the tray to within (25 ± 3) mm of the nearest projection from the walls
of the oven.
A.4.301.3.3 Ignition and pre-test period
Start the flue gas extraction system and adjust the applied draught so that the static pressure in the
measurement section is set to the nominal heat output test draught for the appliance as given in Figure 2,
or such other value as given in the appliance manufacturer’s installation instructions.
