Railway applications - Rolling stock maintenance - Maintenance records
This document defines requirements for the content on maintenance records on railway vehicles and guidance to help the parties involved in the maintenance process to fulfil their responsibilities, especially to:
- document that maintenance has been ordered properly;
- document that maintenance has been delivered according to the maintenance order.
The following are out of the scope of this document:
- managing documentation required to schedule and carry out maintenance (e.g. trigger events for planned maintenance or fault notices reported by train crew);
- managing fault notices generated by trainborne diagnostic systems;
- managing documentation related to the interaction between railway undertakings and ECM (e.g. return to operation).
— der Dokumentation, dass die Instandhaltung ordnungsgemäß beauftragt wurde;
— Verwaltung der Dokumente, die zur Planung und zur Veranlassung der Instandhaltung erforderlich sind (z. B. Ereignisse, die eine planmäßige Instandhaltung auslösen oder vom Zugpersonal gemeldete Fehlermeldungen);
— Verwaltung von Fehlermeldungen, die von fahrzeugseitigen Diagnosesystemen erzeugt wurden;
- documenter que la maintenance a été commandée de manière correcte ;
- gestion de la documentation nécessaire à la planification et à la gestion de la maintenance (par exemple, événements déclencheurs pour la maintenance planifiée ou signalement d'anomalies par le personnel de bord) ;
- gestion des signalements d'anomalies générés par les systèmes de diagnostic embarqués ;
Ta standard določa zahteve za vsebino evidence o vzdrževanju železniških vozil in smernice za pomoč strankam, ki so vključene v postopek vzdrževanja, da izpolnijo svoje odgovornosti, zlasti da: – dokumentirajo, da je bilo vzdrževanje ustrezno naročeno; – dokumentirajo, da je bilo vzdrževanje opravljeno v skladu z naročilom o vzdrževanju. V okviru organizacije ECM to vpliva zlasti na funkcije upravljanja vzdrževanja in izvajanje vzdrževanja voznega parka (glej uredbo ECM 445/2011). Poleg zgoraj navedenega evidence o vzdrževanju vsebujejo pomembne informacije za razvoj vzdrževanja in so na voljo na zahtevo. Posledično naslednja vprašanja ne spadajo na področje uporabe tega standarda: – upravljanje dokumentacije, potrebne za načrtovanje in izvajanje vzdrževanja (npr. dogodki, ki sprožijo načrtovano vzdrževanje, ali obvestila o napakah, ki jih javi vlakovno osebje);
– upravljanje obvestil o napakah, ki jih javijo diagnostični sistemi na vlaku;
– upravljanje dokumentacije, povezane z interakcijo železniških podjetij in ECM (npr. ponovna vzpostavitev delovanja).

Overview
EN 17095:2019 - Railway applications: Rolling stock maintenance - Maintenance records (CEN) defines what must be recorded and retained to demonstrate that maintenance on railway vehicles has been ordered and delivered correctly. The standard focuses on the content, structure and storage of maintenance records used by entities in charge of maintenance (ECM) and other parties involved in rolling stock maintenance. It does not cover scheduling triggers, trainborne diagnostic fault management, or operational interactions between railway undertakings and ECM.
Key topics and requirements
- Purpose: Ensure maintenance actions are properly ordered and delivered, and that documentation supports traceability, safety and maintenance development.
- General requirements: Maintenance records must be accurate (authentic), true (integrity) and available (retrievable and traceable).
- Types of maintenance records: Vehicle file, maintenance order file, maintenance order, maintenance work order, maintenance order report, notification of release to service, and associated documents.
- Mandatory contents: Typical required fields include vehicle/component identification (vehicle number, part/serial numbers), issuing organization and responsible person, date/time of issue and delivery, description of work, references to maintenance documentation (including versions), actual mileage or trigger values, personnel allocated, components exchanged (with serial numbers and mod-level status), deferred work and reasons, and confirmation of conformity.
- Retention and storage: Retention periods and storage media must be defined in the maintenance system. Factors to consider: design life, maintenance complexity, safety relevance, usefulness for maintenance development, maintenance-plan intervals, legislation, contract and company policy. Some records may need retention equal to or beyond the component/vehicle lifetime.
- Creation process: Annex A provides a process-oriented flow (fleet maintenance management and maintenance delivery functions) to create and file records.
Applications and users
- Who uses EN 17095:2019: Railway ECMs, fleet maintenance managers, maintenance delivery teams, maintenance planners, asset owners, auditors, and regulators.
- Practical applications:
- Establishing or auditing a rolling stock maintenance recordkeeping system.
- Designing vehicle files and maintenance order files for traceability.
- Defining retention policies and electronic archiving strategies.
- Supporting safety cases, compliance with Directive (EU) 2016/798 and certification requirements.
- Feeding maintenance development and lifecycle-cost analysis with reliable historical data.
Related standards
- EN 17018 (terms and definitions for rolling stock maintenance)
- EN 17023 (creation and modification of maintenance plans)
- Directive (EU) 2016/798 and Commission Regulation (EU) No 445/2011 (ECM certification and railway safety)
By applying EN 17095:2019, organizations ensure consistent, traceable maintenance records that support safe, auditable rolling stock maintenance and long-term asset management.
