This European Standard is applicable to rail fastening systems used with grooved rails for tram and light rail tracks, including tracks embedded in streets.
The requirements apply to:
-   fastening systems which act on the foot and/or web of the rail including direct and indirect fastening systems;
-   fastening systems for the rail sections in EN 14811
This standard is not applicable to fastening systems for other rail sections or special fastening systems used at bolted joints or glued joints.
This standard is for type approval of a complete fastening assembly only.

1 Scope
This document is applicable to fastening systems used with grooved rails for tram, urban rail and
industrial tracks, with maximum design axle loads and minimum curve radii in accordance with Table 1.
This document is for type approval of a complete fastening assembly only.

The requirements apply to fastening systems for the grooved rail profiles in EN 14811 which act on the

5 Requirements for fastening systems for embedded track
5.1 Test specimens
For category A+ and category A fastenings, tests shall be carried out on a specimen with an embedded
rail with a supported length of (0,8 ± 0,01) m.

For category B fastenings, tests shall be carried out on a specimen with an embedded rail with a
supported length of (0,6 ± 0,01) m.
5.2 Longitudinal rail restraint or longitudinal stiffness
The determination of longitudinal rail restraint or the longitudinal stiffness is necessary for the
assessment of the transfer of longitudinal forces in the rail to the supporting structure. The
measurements of the restraint or stiffness are part of the repeated loading test as described in 5.4.
For a mechanical fastening system for embedded rails, the requirement for the mean longitudinal rail
restraint of the system shall be a minimum of 7 kN, determined using the method set out in EN 13146-1.
For an adhesive fastening system for embedded rails, the longitudinal stiffness k shall be measured in

accordance with EN 13146-1, between 0 mm and D mm relative displacement per equivalent length of
r
support without visible damage. The requirement for D shall be agreed between the supplier and the
r
purchaser and the minimum longitudinal force shall be 7kN. If no other value is agreed, then D shall be
r
7 mm.
On structures such as long bridges, the longitudinal force transmitted between the track and the
structure may be calculated by the method in EN 1991-2. The value of F measured in accordance with
max
EN 13146-1 may be used in the calculation. In such cases and subject to agreement between the
purchaser and supplier, the minimum requirement for longitudinal rail restraint F, or the longitudinal
force F at D , may be reduced.

If the rail fastening system is claimed to be designed to provide a waterproof seal between the rail and
the road surface or channel, there shall be no visible damage on the top surface during or after the test.
5.3 Vertical assembly stiffness
The determination of vertical assembly stiffness is necessary for the assessment of the transfer of
vertical forces in the rail to the supporting structure. The measurements of the vertical assembly
stiffness are required within the repeated load test procedures in 5.4.
Fixtures shall be used to ensure that the applied load acts through the centre line of the rail web.
Values of test loads for measurement of stiffness are given in Table 2.

NOTE These test loads apply to a specimen with the rail
embedded for 0,8 m in Category A+ and A, and 0,6 m in Category B.
In case of a shorter specimen, the test load and the load speed shall
be reduced proportionally.
Measured stiffnesses kSA and kLFA shall be reported as stiffness per unit length l [MN/m/m].
When required by the purchaser, any further vertical stiffness measurements shall be made using the
appropriate procedure in EN 13146-9.
5.4 Effect of repeated loading
The effect of repeated loading for embedded rails shall be determined by the procedure in EN 13146-4,
except that the clamping force shall not be measured.

Values for test loads and angles shall be as shown in Table 3. The value of k is the value determined in

NOTE 1 These test loads apply to a specimen with the rail embedded for 0,8 m in Category A+ and A,
and 0,6 m in Category B. In case of a shorter specimen, the test load and the load speed shall be reduced

NOTE 2 Further information about the determination of loads and angles is given in CEN/TR 17320.
As required by EN 13146-4, the following measurements shall be performed before and after repeated
loading. The change in performance shall not exceed the values shown below.
— Longitudinal rail restraint or longitudinal stiffness change ≤ 20 %;
— Vertical static assembly stiffness change ≤ 25 %.
The requirement for change in vertical static assembly stiffness is not applicable to fastening systems
with stiffness, k ≥ 300 MN/m/m.

If the rail fastening system is claimed to be designed to provide a waterproof seal between the rail and
the road surface or channel, there shall be no visible damage on the top surface during or after the test.
Compliance with Category A+ implies compliance with Categories A and A+.
5.5 Electrical insulation
Requirements for electrical insulation in the fastening system are specific to the signalling and power
supply configurations for each project. Guidance is given in Annex A.
5.6 Uplift restraint
Measurement of the uplift restraint of the fastening system is required after the repeated load test is
carried out as set out in 5.4. The test method is described in Annex B. The required value for the proof
load, F is 10 kN per metre of supported length of embedded rail.

The fastening system shall be considered to have passed the test if all of the following criteria are met:
— The rail is not pulled out of the specimen.
— There are no cracks visible, neither at proof load, nor in unloaded condition after the proof load, in
any element of the rail fastening system. If the rail fastening system is claimed to be designed to
provide a waterproof seal between the rail and the road surface or channel, there shall be no visible
fracture or deformation of that element which indicates a failure of the waterproof sealing function.
This applies both at proof load and in unloaded condition after the proof load.
— There are no structural cracks visible in the specimen surrounding the rail fastening system.

NOTE Localized spalling at the surface of the specimen immediately adjacent to the rail fastening system is
not identified as a structural crack.
5.7 Uplift stiffness
On structures such as long bridges, the uplift forces transmitted between the track and the structure at
locations such as the bridge deck ends may be calculated by the method given in EN 1991-2. This
method requires as an input the value for uplift stiffness of the fastening system. Measurement of this
uplift stiffness, k , shall be made as set out in Annex C.

5.8 Attenuation of noise and vibration
Guidance is given in Annex D.
6 Requirements for fastening systems for ballasted track and for ballastless
track with rails on the surface
6.1 Test specimens
Tests shall be carried out on a specimen containing one fastening assembly.
6.2 Clamping force
The determination of clamping force is necessary for the assessment of the strength of the fixation of
the rail to its support. The clamping force shall be measured using the method set out in EN 13146-7.
The measurement of the clamping force is part of the repeated loading test as described in 6.5. This test
is not applicable to web supported fastening systems.
6.3 Longitudinal rail restraint
The determination of longitudinal rail restraint is necessary for the assessment of the transfer of
longitudinal forces in the rail to the supporting structure. The measurement of the restraint is part of

1 Scope
This document is applicable to rail fastening systems used with grooved rails for tram, urban rail and
industrial tracks, with maximum axle loads and minimum curve radii in accordance with Table 1.
This standard is for type approval of a complete fastening assembly only.

The requirements apply to fastening systems for the grooved rail profiles in EN 14811 which act on the
foot and/or web of the rail.
This standard is not applicable to fastening systems for other rail sections or special fastening systems
used at bolted joints or glued joints or in switches and crossings for grooved rails.
NOTE Requirements for fastening for use with Vignole rails are included in the EN13481 series of standards.

rail which has a grooved head that provides the space for the wheel flange

embedded rails
rails, usually applied in embedded track, which are continuously supported with elastic and/or rigid
elements under the rail foot as well as on both sides of the rail web, so that the embedment provides
lateral support to the rail
Note 1 to entry: Rail fastening systems for embedded track with elements on both sides of the rail web that do
not provide lateral support shall be considered – for the purpose of this standard – as rail fastening systems for
slab track with rails on the surface.
Note 2 to entry: Embedded rails may be laid in a constructed channel (thus with rigid sides and a base)
separating the rail fastening system from the surrounding road surface or structure. Alternatively embedded rails
may be laid directly in roads such that the rail fastening system is in direct contact with the road surface
construction materials.

5 Requirements for rail fastening systems for embedded track
5.1 Longitudinal rail restraint or longitudinal stiffness
Longitudinal rail restraint or longitudinal stiffness measurements are required within the repeated load
test procedures in 5.3.
Tests shall be carried out on a specimen with an embedded rail with a supported length of 0,8 m for
category A+ or category A fastenings or with an embedded rail with a supported length of 0,6 m for
category B fastenings.
For the mechanical fastening system for embedded rails, the requirement for the longitudinal rail
restraint of the system shall be minimum 7 kN, determined using the method set out in EN 13146-1.
For the adhesive fastening system for embedded rails, the longitudinal stiffness k shall be measured in
L
accordance with EN 13146-1, between 0 mm and Dr mm relative displacement per equivalent length of
support without visible damage. The requirement for D shall be 2,0 mm and the minimum longitudinal
r
force shall be 7 kN.
On structures such as long bridges, the longitudinal force transmitted between the track and the
structure may be calculated by the method in EN 1991-2. The value of F measured in accordance with
max
EN 13146-1 may be used in the calculation. In such cases and subject to agreement between the
purchaser and supplier, the minimum requirement for longitudinal rail restraint may be reduced.
If the rail fastening system is claimed to be designed to provide a waterproof seal between the rail and
the road surface or channel, there shall be no visible fracture or deformation of that element which
indicates a failure of the waterproof sealing function.
5.2 Vertical assembly stiffness
Vertical stiffness measurements are required within the repeated load test procedures in 5.3.
When required by the purchaser, any further vertical stiffness measurements shall be made using the
appropriate procedure in EN 13146-9. Values of test loads for measurement of stiffness are given in
Table 2.
