Electricity metering equipment (AC) - General requirements, tests and test conditions - Part 31: Product safety requirements and tests

IEC 62052-31:2015(E) specifies product safety requirements for equipment for electrical energy measurement and control. It applies to newly manufactured metering equipment designed to measure and control electrical energy on 50 Hz or 60 Hz networks with a voltage up to 600 V, where all functional elements, including add-on modules are enclosed in or form a single. It also applies to metering equipment containing supply and load control switches, but only those which are electromechanical in operation and is applicable to auxiliary input and output circuits.

L’IEC 62052-31:2015, spécifie les exigences de sécurité de produit pour les équipements de mesure et de régulation de l'énergie électrique. Elle l’IEC 62052, spécifie les exigences de sécurité de produit pour les équipements de mesure et de régulation de l'énergie électrique. Elle s'applique au nouvel équipement de comptage fabriqué, conçu pour mesurer et réguler l'énergie électrique sur des réseaux de 50 Hz ou 60 Hz avec une tension pouvant aller jusqu'à 600 V, où tous les éléments fonctionnels, y compris les modules d'extension, sont inclus dans ou forment un boîtier unique. Elle s’applique également aux équipements de comptage comportant des interrupteurs de commande d'alimentation et de commande de charge, mais uniquement à ceux qui sont à fonctionnement électromécanique. La présente version bilingue (2016-11) correspond à la version anglaise monolingue publiée en 2015-09.

Ta del standarda IEC 62052 določa zahteve za varnost izdelka za opremo za merjenje in nadzor električne energije.

Ta mednarodni standard se uporablja za novo proizvedeno merilno opremo, zasnovano za merjenje in nadzor električne energije v omrežjih s frekvenco 50 ali 60 Hz in napetostjo do 600 V, pri čemer so vsi funkcionalni elementi, vključno z dodatnimi moduli, v enotnem ohišju.
OPOMBA 2: zgoraj omenjena napetost je napetost med linijskim in nevtralnim vodnikom, izpeljana iz nazivnih napetosti. Glej preglednico 7.
Ta mednarodni standard se uporablja tudi za merilno opremo, ki vsebuje elektromehanska stikala za nadzor napajanja in obremenitve.

Ko je taka oprema zasnovana za namestitev v posebej zasnovano vtičnico, zahteve veljajo za opremo, ko je nameščena v vtičnico, in ko je treba opraviti preskuse na opremi. Zahteve za vtičnice ter vstavljanje in odstranjevanje merilnikov iz vtičnice ne spadajo v področje uporabe tega standarda.
Ta mednarodni standard se uporablja tudi za pomožna vhodna in izhodna vezja.
OPOMBA 4: primeri so impulzni vhodi in izhodi, krmilni vhodi in izhodi, vezja za izmenjavo podatkov merilnikov.
Ta standard razlikuje:
• elektromehanične in statične merilnike ter opremo za nadzor tarif in obremenitve;
• neposredno povezane merilnike, merilnike, ki jih upravljajo tokovni transformatorji ter merilnike, ki jih upravljajo napetostni in tokovni transformatorji;
• zaščitno opremo razreda I in II;
• opremo, montirano na zid, v ploščo ali omarice in opremo, nameščeno na stojalo;
• opremo za uporabo v zaprtih prostorih in na prostem.
Oprema, uporabljena skupaj z opremo za merjenje in nadzor električne energije, bo morda morala biti skladna z dodatnimi zahtevami za varnost. Glej tudi točko 13.
OPOMBA 5: primeri so telekomunikacijski modemi in enote za obveščanje strank.
Ta mednarodni standard se ne uporablja za:
• opremo, katere napetost med linijskim in nevtralnim vodnikom, izpeljana iz nazivnih napetosti, presega 600 V;
• prenosne merilnike;
OPOMBA 6: prenosni merilniki so merilniki, ki niso trajno priključeni.
• laboratorijska in mobilna preskusna oprema za merilnike;
• standardni referenčni merilniki.
Varnostne zahteve tega standarda so osnovane na naslednjih predpostavkah:
• merilna oprema je bila pravilno nameščena;
• merilno opremo na splošno uporabljajo neizkušene osebe, vključno z odčitovalci števcev in uporabniki električne energije. V številnih primerih je oprema montirana tako, da je lahko dostopna. Pokrove priključkov se lahko odstrani in omarico se lahko odpre samo, če se odstranijo tesnila, pri čemer je treba uporabiti orodje;
• med običajno uporabo so nameščeni vsi pokrovi priključkov, pokrovi in pregrade, ki zagotavljajo zaščito pred dostopom do nevarnih delov pod napetostjo;
• za montažo, konfiguracijo, vzdrževanje in popravilo je pokrove priključkov, ohišje (ali del ohišja) ali pregrade morda treba odstraniti, tako da je omogočen dostop do nevarnih delov pod napetostjo. Ta dejanja mora opravljati izkušeno osebje, ki je ustrezno usposobljeno in je seznanjeno z delovnimi postopki, potrebnimi za zagotavljanje varnosti.
