Abstract

This document specifies requirements for epoxy powders and texturing surface treatment material for use in preparing fusion-bonded epoxy-coated steel reinforcing bar, wire and welded fabric. It also includes requirements for sealing material used to repair damaged areas and cut ends on reinforcing steel. This document defines a flexible (type A) coating and a nonflexible (type B) coating. The adhesion and moisture resistance of fusion-bonded epoxy powder coatings can be enhanced by certain formulation designs. These coating enhancements typically result in a reduction of the coating’s flexibility.

ISO 14656:2026 is an International Standard from ISO for epoxy powder and sealing material used on steel for reinforcement of concrete. It specifies material requirements, coating performance tests, sealing material performance, and qualification testing for fusion-bonded epoxy-coated steel reinforcing bar, wire, and welded fabric.

What does ISO 14656:2026 specify?

ISO 14656:2026 specifies requirements for epoxy powders and texturing surface treatment material used to prepare fusion-bonded epoxy-coated steel reinforcing bar, wire, and welded fabric. It also specifies requirements for sealing material used to repair damaged areas and cut ends on reinforcing steel.

The document is organized into Scope, Normative references, Terms and definitions, Materials, Coating requirements, Sealing material requirements, Qualification testing, and Documentation. It defines two coating types - flexible type A and nonflexible type B - which matters because the test route and some acceptance criteria differ by type.

What are the key requirements of ISO 14656:2026?

ISO 14656:2026 sets out how the coating and sealing materials are to be checked for appearance, durability, adhesion, flexibility, and repair performance. In practice, it gives manufacturers and purchasers a common basis for qualifying coating systems and for documenting test results.

Material and storage requirements

Clause 4 distinguishes epoxy powder coating, texturing surface treatment material, and sealing material. The sealing material must be compatible with the coating, inert in concrete, and suitable for repairing damaged epoxy-coated areas and cut ends. For users, this means the repair material cannot be chosen independently if it is to remain part of the qualified system.

Clause 5.1 requires the coating material to appear uniform and free of lumps when stirred, and it gives storage conditions and a use-by period. That matters because coating performance can change if material is stored or handled outside the stated conditions.

Coating performance tests

Clause 5.2 checks chemical resistance in several immersion solutions, including water, salt solution, and alkaline solutions. The coating is tested on damaged bars, and the acceptance criterion is based on limited disbondment after immersion. This is the main screen for how the coating behaves around defects in aggressive concrete-like environments.

Clause 5.3 measures cathodic disbondment under applied voltage for 168 h. Clause 5.4 measures salt spray resistance for 800 h, and Clause 5.5 checks chloride permeability for 45 d using a two-compartment cell. Together these tests show whether the coating can keep adhesion and act as a barrier under electrical, corrosive, and chloride exposure.

Clause 5.6 applies only to type A coatings and evaluates bending performance on coated bars. Clause 5.7 measures abrasion resistance, with different mass-loss limits for fusion-bonded epoxy coating and composite epoxy textured coating. Clause 5.8 uses a falling weight impact test to check resistance to mechanical damage. In practice, these tests tell the buyer whether the coating is suitable for handling, transport, and installation without unacceptable damage.

Sealing material requirements

Clause 6 checks the sealing material in two ways: chemical resistance after immersion in alkaline solution and salt spray resistance in a hot, wet environment. The sealed repair areas must not blister or show rust originating from the seal or the seal interface. That is important for bars that are cut, damaged, or repaired before use.

Qualification testing and records

Clause 7 requires qualification tests to be carried out by an agency acceptable to the purchaser. It also requires submission of coating material samples, sealing material samples, test specimens, and the coating application procedures used for both test specimens and production. Clause 8 requires the laboratory to provide signed reports to the manufacturer. This creates traceable evidence that a coating system and its repair material were tested under the stated conditions.

What terms does ISO 14656:2026 define?

  • Disbonding - loss of adhesion between the fusion-bonded epoxy coating and the reinforcing steel.
  • Fusion-bonded epoxy coating - a powder-applied thermosetting epoxy coating fused onto a heated metallic substrate to form a continuous barrier.
  • Textured coating - a coating formed by cured texturing surface treatment material.
  • Composite epoxy textured coating - a coating made by applying texturing surface treatment material on top of a fusion-bonded epoxy coating.
  • Sealing material - a compatible coating system used to repair damaged areas and cut ends.
  • Type A coating - the flexible coating class.
  • Type B coating - the nonflexible coating class.

Who uses ISO 14656:2026?

ISO 14656:2026 is used by coating manufacturers, steel reinforcement producers, fabricators, testing laboratories, and purchasers of coated reinforcing steel. It supports product qualification, incoming material review, repair-material selection, and testing of coated bars, wire, and welded fabric for concrete reinforcement.

What changed in ISO 14656:2026 from the previous edition?

ISO 14656:2026 cancels and replaces ISO 14656:1999 and is technically revised. The changes stated for this edition are:

  • the scope now includes texturing surface treatment material for fusion-bonded epoxy-coated steel bar, wire, and welded fabric
  • the referenced standards have updated edition numbers
  • terms and definitions related to texturing surface treatment material were added
  • the requirements for sealing material were modified
  • requirements for appearance and storage were added
  • requirements for coating thickness after curing were modified
  • requirements for coating flexibility were added
  • technical requirements for abrasion resistance of composite epoxy abrasive coatings were added

Which standards are used with ISO 14656:2026?

ISO 14656:2026 normatively references these standards:

  • ISO 6272-1 - provides the falling weight impact test with a large-area indenter
  • ISO 6272-2 - provides the falling weight impact test with a small-area indenter
  • ISO 9352 - provides the Taber abrasion test method used for abrasion resistance
  • ISO 14654 - provides requirements for epoxy-coated steel for the reinforcement of concrete and is used for prequalification bar preparation

What does the ISO 14656:2026 document contain?

ISO 14656:2026 contains detailed test methods for chemical resistance, cathodic disbondment, salt spray resistance, chloride permeability, flexibility, abrasion resistance, and impact resistance. It also contains the qualification testing requirements for bars, panels, free films, and repaired specimens.

The document includes Figure 1 for the cathodic disbondment test arrangement and Figure 2 for the permeability cell example. It also gives the specimen preparation steps, test temperatures, exposure times, acceptance criteria, and the reporting items needed for qualification and production support.

5.2.1 General
The ability of the coating to resist disbonding, blistering and corrosion in solutions that simulate potential
exposure environments shall be evaluated by immersing coated, 20 mm diameter steel reinforcing bars in
each of the following solutions:
a) deionized water;
