Overview
EN IEC 61820-1:2019 (IEC 61820-1:2019) defines the fundamental principles for electrical installations for aeronautical ground lighting (AGL) at aerodromes. The standard covers design and installation requirements for AGL systems including control, monitoring and transformation of energy, cables and electrical components used to produce lights that serve as visual aids for air and ground navigation. Published by CLC/CENELEC as the European adoption of the IEC document, this part of the IEC 61820 series focuses on safety, reliability and efficient operation independent of specific system types.
Key topics and technical requirements
EN IEC 61820-1:2019 addresses core technical areas that guide AGL system engineering:
- Scope and definitions for AGL systems, components and lifecycle stages (design, installation, commissioning, maintenance).
- Environmental classes (E10, E11, E20, E21) and environmental condition requirements for outdoor, below-surface and indoor installations.
- Installation location classes (e.g., secured vs publicly accessible locations) that influence protective measures.
- Voltage classes (including a class for systems up to and including 5 000 VAC) and implications for equipment selection.
- Fundamental design and safety requirements such as general design, equipment selection, separable connections and EMC considerations.
- Protective measures including automatic disconnection, protection against direct and indirect contact, insulation monitoring of main distribution lines, and protection against transient overvoltages (atmospheric origin).
- General installation requirements: labelling, cable installation practices, field circuit isolators and minimum cable burial guidance.
- Competence and documentation requirements for personnel, commissioning records and maintenance documentation.
Practical applications
This standard is applied to ensure AGL installations are:
- Safe for personnel and the public
- Resilient and fault-tolerant to support continuous airfield operations
- Designed to meet environmental and electromagnetic conditions at aerodromes Typical tasks where EN IEC 61820-1 is used:
- Design and specification of AGL electrical distribution and control systems
- Installation and commissioning checks for runway, taxiway and apron lighting
- Maintenance procedures, fault diagnosis and system modernization planning
- Airport regulatory compliance and safety audits
Who should use this standard
- Airport electrical engineers and AGL system designers
- Contractors and integrators installing AGL systems
- Maintenance teams and operations staff at aerodromes
- Regulators, certifiers and consultants involved in aerodrome lighting safety
Related standards
Normative and referenced documents include (but are not limited to):
- IEC 60364-4-41 (HD 60364-4-41) - protection against electric shock

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and

INTRODUCTION
This document is part of IEC 61820, a series of standards that defines the requirements
throughout the lifecycle of an Aeronautical Ground Lighting (AGL) system including design,
installation, commissioning, maintenance, decommissioning and disposal.
This document contains fundamental design requirements for AGL systems.
According to ICAO or national standards, the AGL fixtures are subject to specific
requirements for photometric output and serviceability level.
The AGL system is provided to support airfield activities. Therefore, the focus of AGL system
design is to maintain the lighting against any possible failure. This document pertains to
personnel and operational safety.
