oSIST prEN ISO 19085-7:2026 is a SIST publication of the draft ISO standard for woodworking machine safety. It specifies safety requirements for surface planing machines, thickness planing machines, and combined surface/thickness planing machines used on solid wood and material with similar physical characteristics. As a type-C standard, oSIST prEN ISO 19085-7:2026 gives machine-specific measures that apply to these planing machines and take precedence over general type-A or type-B requirements where they differ.

What does oSIST prEN ISO 19085-7:2026 specify?

oSIST prEN ISO 19085-7:2026 specifies safety requirements for fixed-position planing machines with integrated feed in thickness planing mode, manual loading and/or unloading, and continuous production use. It also covers optional mortising devices fitted to surface planing machines and combined surface/thickness planing machines.

The scope covers the machine life cycle, including transport, assembly, adjustment, maintenance, disabling, dismantling, and scrapping, and it includes reasonably foreseeable misuse. The document is organized into scope, normative references, terms and definitions, control requirements, mechanical hazards, other hazards, information for use, and informative and normative annexes.

It excludes several machine designs, including machines with more than one cutter block, separate-motor mortising units, and machines where the cutter block is adjustable for thickness-planing depth of cut.

AnnexWhat it covers
Annex AList of significant hazards
Annex BPerformance levels required
Annex CBrake test
Annex DImpact test for guards
Annex ENoise test code
Annex FStability test
Annex GTests for bridge-type guards
Annex HResistance test for table lips on surface planing machines
Annex IKickback test
Annex ZARelationship to Regulation (EU) 2023/1230

What are the key requirements of oSIST prEN ISO 19085-7:2026?

The document focuses on controlling cutting hazards, kickback, moving parts, and unsafe machine motions. In practice, it tells manufacturers what to build, how to guard it, what to test, and what to tell users.

Control systems, stopping, and powered adjustments

Clause 4 requires the control system functions referenced from ISO/DIS 19085-1:2025, and Annex B summarizes the performance levels required for the safety functions. This matters because the machine must not start, stop, or adjust in ways that create new hazards.

For start and stop controls, the document fixes where controls should be placed on surface planing, thickness planing, and combined machines, and it requires an additional emergency stop at the out-feed side in defined cases. It also requires any stop of the cutter block drive to stop the feed drive immediately, which matters because the workpiece must stop moving as soon as the cutting action stops.

Powered adjustment of the surface planing infeed table and thickness planing table is only allowed under pre-set electronic control after an initiation control, or by hold-to-run control. The document also requires prevention of unexpected restart after the target position is reached.

Guarding and access to hazardous moving parts

Clause 5 gives the machine-specific guarding rules. Surface planing machines need a bridge-type guard above the tables and a rear guard at the fence, and the guard must meet detailed geometric, locking, and movement requirements and pass Annex G.

Thickness planing machines need fixed and moveable guards that prevent access to the cutter block and feed mechanism except through the infeed and outfeed openings. Combined machines must interlock table movement and guarding during conversion between surface and thickness planing, so the machine cannot open unsafe gaps during mode changes.

The document also requires guarding during mortising, including protection of the mortising chuck and control of access to the cutter block. For drive hazards, fixed guards are required and interlocking moveable guards are required where access is needed more than once a week.

Stability, tooling, braking, and kickback

Clause 5 requires machine stability, either through the stability test in Annex F or by floor fastening where allowed. This matters for mobile machines and machines with raised tables, where tipping can create serious risk.

The cutter block must be a round form tool complying with EN 847-1, and surface planing and combined machines use the hand-fed tool requirements from that standard. Where knife positioning is not automatic, a gauge for correct knife setting must be provided.

Tool braking is covered by Clause 5.4 and the brake test in Annex C. The document also requires ejection protection with class B guards, with Annex D used when the guard material or thickness is outside the listed cases. Thickness planing and combined machines must also have an anti-kickback device with separately moveable fingers over the full working width, and that device must pass the kickback test in Annex I.

Tables, fences, workpiece support, and conversion

Clause 5.10 sets the geometry and behavior of the tables, fences, and supports. Surface planing tables must stay flat and aligned, have a controlled depth of cut, and use table lips that pass Annex H. Thickness planing tables must be flat and protected by a mechanical end stop.

Combined machines must allow conversion between modes without dismantling and without tools, and powered conversion movements are speed-limited and controlled by hold-to-run devices. The fence for surface planing has defined adjustment and size requirements, and an auxiliary fence is covered for narrow workpieces.

These requirements matter in practice because the workpiece must stay guided, supported, and constrained throughout the cut, which reduces kickback, jamming, and operator exposure.

Noise, dust, ergonomics, and information for use

Clause 6 requires noise measurement and declaration according to Annex E, chip and dust extraction outlets for the cutter block and mortising device, and ergonomic limits for forces, heights, and handle placement. That means the machine must be usable without excessive effort and with predictable operator positions.

Clause 7 requires warnings, marking, instructions for use, and sales literature content. The instructions must cover foreseeable misuse such as use without the bridge-type guard, residual risks, correct fence and push-block use, anti-kickback inspection, isolation before changing the cutter block, and the permitted cutter block markings for each machine type.

What terms does oSIST prEN ISO 19085-7:2026 define?

  • cutter block - A cylindrical complex tool with blades or inserts used to cut the wood.
  • surface planing machine - A jointer that cuts the lower surface of a workpiece between two tables.
  • thickness planing machine - A planer or single surface planer that cuts the upper surface while the workpiece is supported below.
  • combined surface/thickness planing machine - A combined jointer/single surface planer that performs both surface planing and thickness planing.
  • surface planing table - The table in front of and behind the cutter block that supports the workpiece during surface planing.
  • thickness planing table - The table that supports the workpiece during thickness planing, and may use rollers, belts, or other elements.
  • mortising device - A fixed or detachable element designed for slot boring or boring with a single rotating tool and a moveable table.
  • initiation control - A control that enables power to specific actuators after actuation, for example through a programmable logic control.

Woodworking machines — Safety —
Part 7:
Surface planing, thickness planing and combined surface/
thickness planing machines
1 Scope
This document specifies the safety requirements and measures for
— surface planing machines, also called jointers,
— thickness planing machines, also called planers or single surface planers, and
— combined surface/thickness planing machines
with fixed cutter block position, with an integrated feed in thickness planing mode, with or without
demountable power feed device in planing mode, with manual loading or unloading of the workpiece or
both, and capable of continuous production use, altogether referred to as “machines”.
The machines are designed to cut solid wood and material with similar physical characteristics to wood (see
ISO DIS 19085-1:2025, 3.2).
This document deals with all significant hazards, hazardous situations or hazardous events, listed in
Annex A, relevant to the machines when they are used as intended and under conditions of misuse which are
reasonably foreseeable.
This document is also applicable to the other life cycle phases of the machines: transport, assembly,
adjustment, maintenance, disabling, dismantling and scrapping.
This document is also applicable to surface planing machines and combined surface/thickness planing
machines fitted with an optional mortising device, whose hazards have been dealt with.
This document does not apply to:
a) machines with more than one cutter block;
b) machines with a mortising unit driven by a separate motor;
c) machines where the cutter block is adjustable for depth of cut setting in thickness planing mode;
d) machines where the conversion from planing to thickness planing mode or vice versa is achieved by
mounting or demounting parts or units;
e) machines where surface planing and thickness planing can be performed at the same time;
f) machines with more than one anti-kickback device;
g) machines intended for use in potentially explosive atmosphere;
h) machines manufactured prior to the publication of this document.
