Services for fire safety systems and security systems

This European Standard specifies the general requirements for the minimum quality level of service provided by companies as well as the competencies of their involved staff charged with the planning, design, installation, commissioning, verification, handover or maintenance of fire safety systems and/or security systems, regardless whether these services are provided on-site or remotely.
This European Standard is applicable to services for fire safety systems and/or security systems, which are fire detection and fire alarm systems, security alarm systems including those parts of an alarm transmission system that the service provider has contractually accepted responsibility for (except social alarm systems, alarm receiving centres and the remaining parts of alarm transmission systems) and fixed fire fighting systems and combination of such systems.
This standard applies regardless of project size or company structure or size.

Diese Europäische Norm legt Mindestanforderungen an die Dienstleistungsorganisation sowie an die Kompetenz, das Wissen und die Erfahrungen für die mit der Planung, Projektierung, Montage, Inbetriebnahme, Anlagenüberprüfung, Abnahme oder Instandhaltung von Sicherheitsanlagen betrauten Beschäftigten fest, unabhängig davon ob die Dienstleistungen am Installationsort oder durch Fernzugriff erbracht werden.
Diese Europäische Norm ist bei Dienstleistungen an Sicherheitsanlagen anzuwenden, diese sind Brandmeldeanlagen, ortsfeste Brandbekämpfungsanlagen und Alarmanlagen und die Kombinationen der vorgenannten Anlagen,  einschließlich der Alarmübertragung für die der Dienstleister den Auftrag hat. Personen-Notsignal-Anlagen und Alarmempfangszentralen sind ausgenommen.
Diese Norm gilt unabhängig von der Projektgröße oder der Struktur oder Größe der Dienstleistungsorganisation.
Brandmeldesysteme schließen auch Sprachalarmanlagen und elektroakustische Notfallwarnsysteme ein.
Ortsfeste Brandbekämpfungsanlagen umfassen Systeme wie auf Wasser basierte Feuerlöschanlagen, Gaslöschanlagen und Rauch- und Wärmeabzugsanlagen.
Alarmanlagen umfassen Systeme wie Einbruchmeldeanlagen, Überfallmeldeanlagen, Zutrittskontrollanlagen, Freilandüberwachungssysteme, Videoüberwachungsanlagen und alle weiteren Überwachungssysteme für sicherungstechnische Anwendungen.

La présente Norme européenne spécifie les exigences générales permettant de garantir un niveau de qualité
minimal pour les services fournis par des entreprises ainsi que pour les compétences du personnel en charge
de la planification, de la conception, de l'installation, de la mise en service, de la vérification, de la réception
ou de la maintenance des systèmes de sécurité incendie et/ou des services de sécurité, que ces prestations
soient fournies sur site ou à distance.
La présente Norme européenne doit être appliquée aux systèmes de sécurité incendie et/ou aux services de
sécurité, à savoir les systèmes de détection et d'alarme incendie et les systèmes de détection d’intrusion y
compris les éléments d'un système de transmission d'alarme placés sous la responsabilité contractuelle du
prestataire de services (à l'exception des systèmes d'alarme sociale, des centres de télésurveillance et tout
autre élément des systèmes de transmission d'alarme), ainsi qu'aux systèmes fixes de lutte contre l'incendie
et aux combinaisons de ces systèmes.
La présente norme est applicable quelle que soit l'envergure du projet, ou la structure et la taille de
l'organisation.

Ta evropski standard določa splošne zahteve za minimalno kakovost storitev podjetij, kot tudi kompetence sodelujočega osebja, zadolženega za načrtovanje, oblikovanje, namestitev, zagon, preverjanje, predajo ali vzdrževanje sistemov požarne varnosti in/ali varnostnih sistemov, ne glede na to, ali se te storitve zagotavljajo na kraju samem ali na daljavo. Ta evropski standard se uporablja za storitve sistemov požarne varnosti in/ali varnostne sisteme, sisteme za zaznavanje požara in požarne alarme, varnostne alarmne sisteme, vključno s tistimi deli alarmnega sistema, za katere je ponudnik storitev sprejel pogodbeno odgovornost (razen socialnih alarmnih sistemov, alarmnih sprejemnih centrov in preostalih delov omrežnih alarmnih sistemov) ter za fiksne sisteme za gašenje požarov in kombinacijo takšnih sistemov. Ta standard se uporablja ne glede na velikost projekta ali strukturo oziroma velikost podjetja.

EN 16763:2017 (E) 3 European foreword This document (EN 16763:2017) has been prepared by Technical Committee CEN-CENELEC/TC 4 “Services for fire safety and security systems”, the secretariat of which is held by DIN. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by July 2017, and conflicting national standards shall be withdrawn at the latest by July 2017. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN shall not be held responsible for identifying any or all such patent rights. EN 16763:2017 (E) 4 Introduction Many national and regional authorities and organizations within Europe publish services standards for the planning, design, installation, commissioning, verification, handover or maintenance of fire safety systems and/or security systems. This European Standard is intended to create a common understanding for a minimum service level by establishing criteria for the service level of service providers, the involved staff and the output of services provided. The European Parliament and the Council passed into law on 2006-12-12 the directive 2006/123/EC “Services in the internal market” (SD). This Service Directive establishes general provisions facilitating service providers the freedom of establishment and the free movement of services within the EU, while maintaining a high quality of services (SD, Article 1-1). The SD states in Article 26 for a “Policy on Quality of Services” to enhance qualified service compatibility between the Member States. This European Standard was prepared to support the intention of Article 26-5 of the SD. This European Standard does not replace the work of other CEN/CENELEC committees such as CEN/TC 72, CLC/TC 79 and CEN/TC 191. It should be read in conjunction with their standards and application guidelines for the use of their products and systems. Only services for the systems within the scopes of CEN/TC 72, CLC/TC 79 and CEN/TC 191 are covered in this European Standard with the exceptions defined in the scope. This European Standard is intended to be applied in conjunction with application guidelines, either European (if any) or national, as well as with national laws and regulations in the field of expertise and can be used as the basis for establishing certification schemes for declared services but is not intended to be applied on its own as a certification scheme. Figure 1 shows the position of this European Standard within the relevant European Standards framework. EN 16763:2017 (E) 6 1 Scope This European Standard specifies the minimum requirements for service providers as well as the competencies, knowledge and skills of their involved staff charged with the planning, design, installation, commissioning, verification, handover or maintenance of fire safety systems and/or security systems, regardless whether these services are provided on-site or remotely. This European Standard is applicable to services for: a) fire safety systems including, but not limited to, fire detection and fire alarm systems, fixed firefighting systems and smoke and heat control systems; b) security systems including, but not limited to, intruder and hold-up alarm systems, access control systems, external perimeter security systems and video surveillance systems; c) a combination of such systems including those parts of an alarm transmission system for which the service provider has contractually accepted responsibility. Social alarm systems and alarm receiving centres are not included. This European Standard is applicable regardless of project size.
