SIST EN 18136:2026 is the Slovenian adoption of EN 18136:2026, published by SIST. It specifies the chemical and physical requirements, sampling, quality control and conformity criteria for ground limestone used in concrete, mortar and grout. The document is for producers, laboratories, certification bodies and purchasers who need to declare or verify whether a ground limestone meets the standard.

What does SIST EN 18136:2026 specify?

SIST EN 18136:2026 specifies ground limestone for use as an addition in concrete, and it is also applicable to ground limestone used in mortars and grouts. It sets requirements for the material itself and for the quality control needed to show conformity.

The scope explicitly stops short of telling users how to use ground limestone in concrete production. In practice, that means the standard helps you define, test and accept the material, while mix design and concrete performance decisions stay with the concrete producer and the relevant concrete standard system.

The document is organized into:

  • Clause 1 - Scope
  • Clause 2 - Normative references
  • Clause 3 - Terms and definitions
  • Clause 4 - Specifications
  • Clause 5 - Standard designation
  • Clause 6 - Packaging and labelling
  • Clause 7 - Sampling
  • Clause 8 - Conformity criteria
  • Annex A - Assessment and Verification of Conformity
  • Annex B - Attestation of conformity
AnnexWhat it covers
Annex AThe conformity scheme, factory production control, autocontrol testing, inspection, surveillance and actions in case of non-conformity
Annex BAttestation of conformity and the information that should appear on the certificate

What are the key requirements of SIST EN 18136:2026?

SIST EN 18136:2026 requires producers to declare ground limestone in one of three categories and to show conformity by test results, quality control and statistical assessment. Clause 4 and Clause 8 together define what has to be measured and how the results are accepted.

Chemical and physical specification

Clause 4 says the chemical and physical requirements are given as characteristic or declared values, and the reference test methods in the standard apply. Other methods may be used if they give equivalent results, but in a dispute only the reference method applies.

Clause 4.2 covers the chemical properties: calcium carbonate content, total carbonate content where declared, chloride, clay, moisture, total organic carbon (TOC), total alkali content, SiO2, total sulfur and acid-soluble sulfate. For a buyer or quality manager, this means the material declaration has to match the chemical profile needed for the intended use and the declared category.

Clause 4.3 covers the physical properties, including initial setting time, soundness, activity index, Blaine surface area, fineness and particle density. These checks matter because they show how the limestone behaves in combination with test cement and whether the material has the required fineness and stability.

Test cement and performance testing

Clause 4.3.2 requires a test cement of specified type and properties for the combined performance checks. The initial setting time, soundness and activity index are determined on a mixture of ground limestone and test cement.

This matters in practice because the standard does not rely only on chemical analysis. It also checks how the limestone performs in cement-like conditions, which is what most users need for acceptance and product declaration.

Fineness and particle characteristics

Clause 4.3.4 allows fineness to be determined by air jet sieving or by laser diffraction methods, with air jet sieving as the reference method in case of dispute. Clause 4.3.5 requires particle density to be declared and kept within the allowed deviation from the producer's declared value.

For production and laboratory teams, this means particle size control is a core part of conformity and can be measured by the method best suited to the routine laboratory, provided it remains equivalent.

Designation, packaging and traceability

Clause 5 requires the product to be designated by category, with additional information where needed, such as moisture or dry mass content for suspensions and the applicable TOC limit for some categories. Clause 6 requires the standard number, product designation and factory identification to appear on packages or bulk-delivery documents.

In practice, these marking rules support traceability. They help the receiver link the delivered material to the declared category and the manufacturing plant.

Sampling and conformity criteria

Clause 7 requires spot samples to be taken at the point of release or from bulk delivery, using EN 196-7 principles. A representative laboratory sample of at least 1 kg is needed for the tests.

Clause 8 requires conformity to be demonstrated by factory production control, performance assessment, autocontrol testing, initial inspection and continuing surveillance. Statistical conformity is based on a percentile Pk of 10 % and an allowable probability of acceptance CR of 5 %, with inspection by variables or by attributes depending on the property.

This is important because conformity is not based on one-off testing alone. The producer has to show control over time, and the test history becomes part of the acceptance decision.

What terms does SIST EN 18136:2026 define?

SIST EN 18136:2026 defines the key terms needed to use the standard consistently.

  • Ground limestone - fine particles obtained by grinding and/or selection from carbonate rocks such as limestone, chalk, marble or dolostone.
  • Addition - a finely divided inorganic material used in concrete to improve certain properties or achieve special properties.
  • Test cement - the selected Portland cement source used for the combined performance tests in Clause 4.3.2.
  • Activity index - the compressive strength ratio of mortar bars made with 25 % ground limestone and 75 % test cement compared with bars made with test cement alone.
  • Autocontrol - continuous statistical quality control based on samples taken by the producer or the producer's agent at the point of release.
  • Factory production control - documented, permanent and internal control of production in a factory.
  • Sampling plan - the statistical plan that sets sample size, percentile Pk and allowable probability of acceptance CR.
  • Certificate of conformity of the factory production control - the third-party document showing that the factory production control meets the relevant product specification standard.

Who uses SIST EN 18136:2026?

SIST EN 18136:2026 is used by ground limestone manufacturers, cement and concrete material producers, mortar and grout suppliers, testing laboratories, certification bodies and plant auditors. It is also relevant to buyers and quality managers who need to compare declared product categories and verify delivery documents.

In practice, manufacturers use it to set up factory production control, routine testing and product designation. Laboratories use it for the prescribed chemical and physical tests. Certification bodies and inspectors use it for initial inspection, surveillance and review of conformity records.

Which standards are used with SIST EN 18136:2026?

The document's Clause 2 references the following standards for test methods and related requirements:

  • EN 196-1 - strength testing for the activity index
  • EN 196-2 - chemical analysis used for carbonate, chloride, alkali and SiO2-related determinations
  • EN 196-3 - setting time and soundness
  • EN 196-6 - fineness by Blaine air permeability
  • EN 196-7 - sampling and sample preparation
  • EN 197-1 - test cement specification for the combined performance tests
  • EN 933-9 - methylene blue test for clay content
  • EN 933-10 - grading of filler aggregates by air jet sieving
  • EN 1097-5 - moisture determination by drying
  • EN 1097-7 - particle density by pyknometer method
  • EN 1744-1 - chemical analysis for total sulfur and acid-soluble sulfate
  • EN 13639 - total organic carbon in limestone

The document also names ISO 13320 for laser diffraction in fineness testing, EN 206 in the note on concrete durability, and ISO 9001 in Annex A as a quality management system reference.

What does the SIST EN 18136:2026 document contain?

SIST EN 18136:2026 contains three categories of material requirements in Table 1, single result limits in Table 5, and the statistical conformity framework in Clause 8. It also includes the detailed autocontrol testing frequencies and evaluation rules that govern routine production control.

Annex A describes the conformity scheme in practical terms: works' quality documentation, internal audits, document control, corrective action, initial inspection, surveillance and reporting. Annex B sets out the information that should appear on a certificate of conformity.

The body of the document also includes the reference test set-ups for combined testing with test cement, the procedures for moisture and suspension dry-mass checks, and the options for fineness measurement. For production and laboratory teams, these sections tell them what to test, how to sample, how often to test and how to document the results.

Introduction
This document sets out specifications for ground limestone for use in concrete, mortar and grout. It is
based on a survey that has been carried out in European countries already using ground limestone in
concrete, which has enabled the identification of the common core group of characteristics and common
values.
The ground limestone referred to in this document is originated from the exploitation of carbonate rock-
forming minerals (limestone, chalk, marble, dolostone). Ground limestone is used in concrete production
in some European countries, based on national experience and tradition.
When using ground limestone conforming to this document, consider that certain properties of fresh and
hardened concrete can be influenced. Where relevant, such effects need to be considered in concrete mix
design.

This document specifies requirements for the chemical and physical properties as well as quality control
procedures for ground limestone for use as an addition in concrete.
This document is also applicable to ground limestone to be used in mortars and grouts.
This document does not specify provisions for the use of ground limestone in the production of concrete.

4.3.2.2 Initial Setting time
The initial setting time of a combination (by mass) of 25 % of ground limestone with 75 % of test cement
shall be determined in accordance with EN 196-3 and shall not be greater than twice as long as the initial
setting time of the reference cement.
4.3.2.3 Soundness
The soundness shall be determined on 25 % ground limestone plus 75 % test cement (both by mass) in
accordance with EN 196-3.
4.3.2.4 Activity index
The activity index shall be expressed as the ratio (in percent) of the compressive strength of the
combination (by mass) of 25 % of ground limestone with 75 % of test cement, to the compressive
strength of the test cement on its own. The compressive strengths shall be determined in accordance
with EN 196-1 and the “water: (cement + ground limestone)” ratio and the “water: cement” ratio shall
both be 0,50. The activity index is evaluated at 28 days.
NOTE The activity index gives no direct information on the strength contribution of ground limestone in
concrete, nor is the use of the ground limestone limited to the mixing ratio used in the activity index test.
4.3.3 Blaine surface area
The specific Blaine surface shall be determined in accordance with the air permeability method specified
in EN 196-6. The result is expressed in m /kg.
2 2
NOTE 1 m /kg = 10 cm /g.
4.3.4 Fineness
The fineness at 63 µm, 125 µm and 2 mm may be determined by air jet sieving in accordance
with EN 933-10 or Laser diffraction methods in accordance with ISO 13320 [5]. In case of dispute, the air
jet sieving method according to EN 933-10 shall be used as the reference method.
Other sieves may be provided on request.
4.3.5 Particle density
The particle density shall be determined in accordance with EN 1097-7 and shall not deviate by more
than 200 kg/m from the value declared by the producer.
