Overview
EN ISO 12401:2009 - Small craft: Deck safety harness and safety line specifies performance, sizing, marking and test methods for deck safety harnesses and safety lines used on recreational craft. Adopted by CEN as EN ISO 12401:2009 (superseding EN 1095:1998), the standard covers harnesses intended to be worn by persons in an exposed cockpit or on a working deck afloat. It applies to three body-mass sizes (multisizing permitted): size 1: >50 kg; size 2: >20 kg ≤50 kg; size 3: ≤20 kg. The standard excludes dinghy “trapeze” harnesses, windsurfing harnesses, seat harnesses for fast motor boats and harnesses designed to protect against falls from height.
Key topics and requirements
- Scope & sizing: Defines applicability by body-mass sizes and intended use on small recreational craft.
- Materials and construction: Requirements for durable materials and appropriate assembly to ensure secure attachment and longevity.
- Performance requirements: General performance criteria to ensure wearer remains attached to the craft and can be recovered to the deck.
- Test methods:
- Magnetic properties testing
- Dynamic testing (for dynamic load performance)
- Static testing (notably static loading for size 3 harnesses)
- Accidental hook opening testing
- User’s tests and inspection requirements for sizes 1 & 2 and for safety lines
- Marking and user information: Mandatory marking and manufacturer-supplied information to support correct fitting, maintenance and safe use.
- Compatibility & ergonomics: Emphasis on comfort, correct fit (or use of automatic tensioners), and compatibility with other personal protective equipment (PPE).
Practical applications and users
EN ISO 12401:2009 is essential for:
- Manufacturers and product designers developing deck safety harnesses and integrated safety lines for recreational boats.
- Test laboratories and certification bodies performing dynamic/static tests, hook-opening tests and marking verification.
- Procurement and compliance teams specifying compliant harnesses for marinas, sailing schools, charter fleets and private owners.
- Safety officers and sailors selecting correctly sized, well-marked harnesses and understanding fitting and inspection requirements.
Using this standard helps ensure reliable performance, regulatory alignment (supports EU Directive 89/686/EEC for PPE), and improved wearer acceptance through ergonomic design - increasing the likelihood the equipment will be worn continuously while afloat.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 12401 was prepared by Technical Committee ISO/TC 188, Small craft.
This second edition cancels and replaces the first edition (ISO 12401:2004), which has been technically
revised.

ISO 12401:2009(E)
Introduction
This International Standard has been prepared to meet the needs of persons afloat on recreational craft. Deck
safety harnesses and safety lines manufactured according to this International Standard will give reasonable
assurance that the wearer will remain attached to the craft.
A deck safety harness and safety line does not provide protection against falls from a height. This
International Standard does not cover the requirements of a dinghy “trapeze” harness, a windsurfing harness,
or a seat harness for fast motor boats.
This International Standard is intended to serve as a guide to manufacturers, purchasers and users of such
safety equipment by ensuring that the equipment provides an effective standard of performance in use.
Equally essential is the need for the designer to encourage the wearing of the equipment by making it
comfortable and attractive for continuous wear while afloat, rather than for it to be stowed in a locker for
emergency use. The principal reason for the existence of this International Standard is the recognition that
comfort and mobility are important factors in determining whether deck safety harnesses are worn.
The primary aims in wearing a deck safety harness are:
a) to prevent the wearer from falling into the water, and
b) to assist in recovering the wearer onto the working deck.
Preventing the wearer from actually falling into the water is dependent on the location of the attachment to the
craft and the length of the safety line. Because a correctly worn deck safety harness and safety line will, in
normal circumstances, prevent the wearer from entering the water, no consideration is given to the towing
position after a fall. The importance of ensuring a firm fit cannot be overstressed. Unless the harness is fitted
with an automatic tensioner, it remains the responsibility of the wearer to correctly adjust the harness to
achieve a firm fit.

The EN ISO 12401:2009 standard focuses on the crucial area of deck safety harness and safety line specifications for small craft, ensuring that recreational boating is as safe as possible. This standard clearly delineates requirements concerning performance, sizing, marking, and testing methods for both deck safety harnesses and safety lines, thereby providing a comprehensive guideline aimed at enhancing safety on the water. A significant strength of this standard is its inclusivity in terms of size categories, allowing for multisizing to accommodate individuals of various body masses. By categorizing users into three specific sizes based on weight-over 50 kg, between 20 kg and 50 kg, and under 20 kg-it provides a tailored approach that can greatly improve the functionality and safety of the harnesses and lines in use. This meticulous attention to sizing is particularly relevant for ensuring the safety of all users in exposed areas like cockpits or working decks on recreational craft. Furthermore, EN ISO 12401:2009 establishes clear marking requirements which serve not only to enhance user comprehension but also to facilitate compliance checks and foster accountability among manufacturers. The standard's emphasis on testing methods assures that products meet specific performance criteria before being made available to consumers, thereby reinforcing trust in the safety equipment deployed on recreational vessels. Importantly, the standard delineates its applicability, ensuring that it is relevant solely to specific types of harnesses and lines designed for general use in recreational boating. By excluding dinghy 'trapeze' harnesses, windsurfing harnesses, and other specialized types, the standard maintains a clear focus, allowing stakeholders to concentrate on the safety aspects pertinent to conventional small craft.
