Implementation timeline
- The Regulation entered into force 20 days after publication in the Official Journal and is directly applicable across all EU Member States.
- It applies from 1 January 2013.
- From 1 January 2013:
- Single duct and double duct air conditioners must meet energy efficiency criteria specified in Annex I, point 2(a).
- Other air conditioners (not single or double duct) must meet requirements listed in Annex I, points 2(b) and 3(a)-(c).
- Single and double duct units also comply with points 3(a), 3(b), and 3(d).
- Comfort fans must comply with points 3(a), 3(b), and 3(e).
- From 1 January 2014:
- Air conditioners must meet stricter ecodesign requirements indicated in Annex I, point 2(c).
- Single duct and double duct air conditioners must meet updated requirements under point 2(d).
- The Commission must review the Regulation no later than five years after entry into force, considering technological progress, effectiveness of existing requirements, refrigerant use, product scope, and market developments, with a view to updating the rules as needed.
This Regulation establishes ecodesign requirements for electric mains-operated air conditioners with a rated cooling capacity of up to 12 kW, or heating capacity if the product lacks cooling function, and for comfort fans with an electric fan power input of up to 125 W. It applies to air conditioners that cool or heat indoor air using a vapour compression cycle with an electric compressor, including those offering additional functions such as dehumidification, air purification, ventilation, or supplemental heating by electric resistance. Appliances using non-electric energy sources or air conditioners whose condenser or evaporator sides do not use air as the heat transfer medium are excluded. The Regulation covers air conditioners typically used in households and small commercial establishments and comfort fans designed primarily to create personal cooling airflow. It does not apply to equipment exceeding the specified capacity or power thresholds.

- Konformitätsbewertung: Hersteller müssen sicherstellen, dass ihre Produkte den Anforderungen entsprechen und die technischen Unterlagen entsprechend erstellen (Artikel 4).
- Marktüberwachung: Behörden überwachen die Einhaltung der Anforderungen und wenden ein spezielles Nachprüfungsverfahren an (Artikel 5).
- Förderung umweltfreundlicher Kältemittel: Ein Bonus bei den Energieeffizienzanforderungen wird für Produkte vergeben, die Kältemittel mit niedrigem Treibhauspotenzial verwenden.
- Schrittweise Einführung der Anforderungen: Die Umsetzung der Anforderungen erfolgt stufenweise, um Marktteilnehmern und Herstellern ausreichend Anpassungszeit zu geben.
Betroffene Produkte und Akteure
- Raumklimageräte mit Netzanschluss und einer Nennleistung von bis zu 12 kW für Kühl- oder Heizfunktionen. Eingeschlossen sind auch Geräte mit Zusatzfunktionen wie Luftentfeuchtung und -reinigung sowie solche, die Wasser zur Verdampfung verwenden können.
- Komfortventilatoren mit einer elektrischen Leistungsaufnahme bis zu 125 W, die primär zur Erzeugung eines Luftstroms für den persönlichen Kühlkomfort bestimmt sind.
- Ausgenommen sind Geräte, die nicht elektrisch betrieben werden, sowie Raumklimageräte, die keine Luft als Wärmeträger auf der Verdampfer- oder Verflüssigerseite verwenden.
- Hersteller und Vertreiber dieser Produkte sind verpflichtet, die Ökodesign-Anforderungen zu erfüllen und für Konformität zu sorgen.
- Behörden der Mitgliedstaaten sind verantwortlich für die Marktüberwachung und Einhaltungskontrolle gemäß den Vorgaben.
Umsetzungszeitplan
- Inkrafttreten: Die Verordnung trat zwanzig Tage nach Veröffentlichung im Amtsblatt der Europäischen Union in Kraft.
- Anwendungsbeginn: Ab dem 1. Januar 2013 gelten die ersten Anforderungen.
- Ab 1. Januar 2013:
- Einkanal- und Zweikanal-Raumklimageräte müssen Anforderungen an die Energieeffizienz und den Schallleistungspegel erfüllen.
- Andere Raumklimageräte und Komfortventilatoren müssen weitere Anforderungen an Energieverbrauch im Bereitschaftszustand und Produktinformation erfüllen.
- Ab 1. Januar 2014:
- Es treten verschärfte Mindestanforderungen für Raumklimageräte in Kraft.
- Einkanal- und Zweikanal-Raumklimageräte müssen zusätzliche Effizienzanforderungen erfüllen.
- Überprüfung: Spätestens fünf Jahre nach Inkrafttreten erfolgt eine Überprüfung der Verordnung durch die Europäische Kommission, um technische Fortschritte und Marktänderungen zu bewerten und ggf. Anpassungen vorzunehmen.
Diese stufenweise Einführung ermöglicht eine ausgewogene Balance zwischen technologischer Machbarkeit, wirtschaftlichen Aspekten und Umweltzielen.

Le règlement (UE) n° 206/2012 met en œuvre la directive 2009/125/CE en définissant des exigences d’écoconception pour les climatiseurs et ventilateurs de confort. Il cible les climatiseurs électriques d’une puissance nominale jusqu’à 12 kW et les ventilateurs consommant jusqu’à 125 W, en excluant les appareils non électriques ou utilisant des fluides caloporteurs autres que l'air. L’objectif principal est de réduire la consommation énergétique et le niveau sonore, tout en tenant compte de l’impact environnemental lié aux fuites de réfrigérants, encouragés à être moins nocifs. Les exigences sont introduites progressivement à partir de 2013, avec une harmonisation des méthodes de mesure et une procédure d’évaluation de conformité claire. Ce règlement vise à économiser jusqu’à 11 TWh d’électricité par an d’ici 2020, grâce à l’utilisation de technologies rentables et accessibles. Il soutient également la surveillance du marché par les autorités compétentes et prévoit une révision au plus tard cinq ans après son entrée en vigueur pour intégrer les évolutions technologiques et renforcer les performances environnementales des produits concernés.
Objet

Obligations principales

- Les modes « veille » et « arrêt » font également l’objet de limitations spécifiques pour réduire la consommation électrique hors fonctionnement actif.
- Une compensation est prévue pour les climatiseurs utilisant des réfrigérants à faible potentiel de réchauffement planétaire, leur permettant de bénéficier d’exigences d'efficacité allégées.
- Les ventilateurs de confort doivent afficher clairement leur efficacité et la méthode de mesure correspondante pour faciliter la surveillance du marché et préparer l’établissement futur d’exigences minimales.
Procédure d'évaluation de conformité :
- Les fabricants doivent appliquer un contrôle interne de conception ou un système de management documenté.
- La documentation technique doit inclure les résultats des calculs d’efficacité énergétique conformément aux annexe du règlement.
Surveillance du marché :
- Les Etats membres doivent appliquer une procédure de vérification pour contrôler la conformité des produits mis sur le marché.
Révision :
- La Commission doit réexaminer le règlement au plus tard cinq ans après son entrée en vigueur pour tenir compte des progrès technologiques et éventuellement ajuster les exigences.

Calendrier de mise en œuvre
Entrée en vigueur : Le règlement est entré en vigueur vingt jours après publication au Journal Officiel de l’UE, soit le 26 mars 2012.
Application obligatoire : À partir du 1er janvier 2013
- Climatiseurs à simple et double conduit doivent répondre aux premières exigences minimales.
- Autres climatiseurs et ventilateurs de confort appliquent également leurs exigences respectives dès cette date.
Étape supplémentaire : À partir du 1er janvier 2014, des exigences additionnelles, notamment relatives à l'efficacité saisonnière et à la consommation en mode veille et arrêt, deviennent obligatoires.
Le calendrier échelonné vise à permettre aux fabricants d’adapter leurs produits sans affecter la fonctionnalité ni générer des coûts excessifs, tout en assurant une réduction significative de la consommation énergétique dans l’Union européenne.
Le règlement (UE) n° 206/2012 établit des exigences d'écoconception pour la mise sur le marché des climatiseurs fonctionnant sur secteur ayant une puissance frigorifique ou calorifique nominale inférieure ou égale à 12 kW, ainsi que des ventilateurs de confort dont la puissance électrique absorbée est inférieure ou égale à 125 W. Ce règlement ne s'applique pas aux appareils alimentés par des sources d'énergie non électriques ni aux climatiseurs utilisant un fluide caloporteur autre que l'air dans la partie condenseur et/ou évaporateur. Uredba Komisije (EU) št. 206/2012 določa zahteve za okoljsko primerno zasnovo klimatskih naprav z nazivno zmogljivostjo do 12 kW in komfortnih ventilatorjev z dovodom energije do 125 W. Cilj je zmanjšanje porabe energije in emisij toplogrednih plinov z izboljšano energetsko učinkovitostjo naprav, ob upoštevanju zvočne moči in drugih okoljskih vidikov. Uvedba postopno zahteva skladnost z določenimi standardi od 1. januarja 2013 dalje. Posebno pozornost namenja tudi minimalni energetski učinkovitosti, merjenju sezonske učinkovitosti ter stanju pripravljenosti in izključenosti naprav. Uredba ne posega v nacionalno zakonodajo za energijsko učinkovitost stavb, ki lahko določa strožje zahteve. Za oceno skladnosti se uporablja notranji nadzor snovanja ali sistem upravljanja. Komisija obljublja pregled uredbe najpozneje pet let po začetku veljavnosti, pri čemer bo preverila tehnološki napredek in ustreznost zahtev. Uredba je zavezujoča ter se neposredno uporablja v vseh državah članicah od 1. januarja 2013.
Namen
Uredba Komisije (EU) št. 206/2012 določa zahteve za okoljsko primerno zasnovo klimatskih naprav in komfortnih ventilatorjev. Namen je zmanjšati porabo energije in emisije toplogrednih plinov ter izdelek narediti bolj okolju prijazen s stroškovno učinkovitimi ukrepi. Uredba temelji na Direktivi 2009/125/ES o določanju zahteve za okoljsko primerno zasnovo izdelkov povezanih z energijo.
Glavni okoljski vidiki, ki jih uredba naslavlja, so:
- Poraba električne energije v času uporabe
- Raven zvočne moči (hrupnost naprav)
- Uhajanje hladilnih sredstev in njihov vpliv na toplogredne pline (posredno in neposredno)
Uredba želi spodbuditi uporabo hladilnih sredstev z nizkim potencialom globalnega segrevanja (GWP) in omogočiti boljši tržni nadzor ter učinkovito spremljanje skladnosti z zahtevami.
Ključne obveznosti
- Klimatske naprave in komfortni ventilatorji morajo ustrezati določenim zahtevam za minimalno energetsko učinkovitost, raven hrupa in druge tehnične parametre po Prilogi I uredbe.
- Posebne zahteve za različne vrste klimatskih naprav (eno- in dvokanalne naprave, druge vrste) ter za komfortne ventilatorje, vključno s prezračevanjem in stanjem pripravljenosti oziroma izključenosti.
- Proizvajalci morajo za izpolnjevanje obveznosti izvajati merjenje skladno s standardiziranimi metodami in v skladu z navodili v Prilogi II.
- Države članice morajo izvajati tržni nadzor skladno s postopki, določenimi v Prilogi III.
- Za najučinkovitejše klimatske naprave so določena okvirna merila uspešnosti (Priloga IV).
- Tehnična dokumentacija proizvajalcev mora vsebovati podatke o skladnosti z zahtevami.
- Zahteve se uvajajo postopoma, da se proizvajalcem omogoči prehodno obdobje za prilagoditve izdelkov.
Vplivani izdelki in akterji
- Klimatske naprave z nazivno močjo do 12 kW za hlajenje ali ogrevanje, ki uporabljajo električni kompresor in zrak kot prenosnik toplote.
- Komfortni ventilatorji z dovodom energije ventilatorja največ 125 W.
- Ne vključuje naprav, ki uporabljajo neelektrične vire energije ali klimatskih naprav, pri katerih kondenzator ali uparjalnik ne uporablja zraka za prenos toplote.

Časovnica izvajanja
- Uredba velja od 1. januarja 2013.
- Od 1. januarja 2013 morajo eno- in dvokanalne klimatske naprave ter ostale klimatske naprave in komfortni ventilatorji že ustrezati določenim začetnim zahtevam.
- Od 1. januarja 2014 se uveljavijo strožji standardi glede učinkovitosti za klimatske naprave, vključno z enokanalnimi in dvokanalnimi napravami.
- Komisija bo najpozneje pet let po začetku veljavnosti uredbe (to je do leta 2018) pregledala uredbo glede tehnološkega napredka in predlagala morebitne posodobitve.
Uredba se uporablja neposredno v vseh državah članicah EU brez potrebe po dodatnih nacionalnih prenosih.

This European Standard establishes requirements for determining, in accordance with a standardized procedure, the sound power level emitted into the surrounding air by air conditioners, heat pumps, liquid chilling packages with electrically driven compressors when used for space heating and/or cooling, including water cooled multisplit systems, as described in EN 14511 and dehumidifiers as described in EN 810.
This European Standard also covers the measurement of the sound power level of evaporatively-cooled condenser air conditioners, as defined in EN 15218. However, the measurement should be done without external water feeding and these units will thus be considered as the other air conditioners covered by EN 14511.
It is emphasised that this measurement standard only refers to airborne noise.
This European Standard offers ways to determine the sound power level of units. Some of them are specifically adapted to provide results with low uncertainties, by using laboratory class acoustic methods and highly controlled working conditions. Those measurements are suitable for certification, labelling and marking purposes.
In some cases, the target and/or the environment of the measurements do not allow such precision-class methods. This European Standard also offers ways to assess sound power levels with acceptable accuracy even though acoustic methods and/or working conditions are not laboratory-type, e.g. in situ or quality control measurements.
This European Standard gives two classes of measurements and results, according to the test environment:
- Class A measurements correspond to controlled working conditions (standard or application rating conditions). It is defined by the respect to the tolerances of Table 2 and should be used for the conformity to requirements of the Commission Regulation (EC) No 206/2012 of 6 March 2012 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for air conditioners
- Class B measurements correspond to the case where the range defined by the tolerances of Table 2 cannot be fulfilled.
In both classes, precision or engineering class acoustic methods should be applied. The choice of the acoustic measurement method is done in accordance with EN ISO 3740 and EN ISO 9614 depending on the type of surrounding acoustic fields (diffuse or free field, enclosed or open space), and the available instrumentation. Whatever the current working conditions, the reference of acoustic standard should be reported, with explicit mention of its accuracy class.
The use of EN ISO 3746 and EN ISO 3747 as survey grade methods are not recommended due to the high level of uncertainties. Their use is only allowed for non controlled environments.
Three methods for determining the sound power levels are specified in order to avoid unduly restricting existing facilities and experience:
- the first methodology is based on reverberation room measurement (see EN ISO 3741, EN ISO 3743 and EN ISO 3747 in some favourable cases when the engineering grade can be fulfilled);
- the second method is based on measurements in an essentially free field over a reflecting plane (see EN ISO 3744 and EN ISO 3745);
- the third method is based on sound intensity measurement (see EN ISO 9614) in preferably free field environment.
The references in this European Standard to EN ISO 3743 should be understood as EN ISO 3743-1 or EN ISO 3743-2 as well.
The necessity to regulate the test conditions obviously leads to recommend test methods implemented in acoustically designed (enclosed) spaces, such as EN ISO 3741, EN ISO 3743, EN ISO 3745 and also EN ISO 9614 when implemented in an enclosed space.
The open spaces should be covered only in specific cases, e.g. when the size or the power of the unit under test cannot be managed by standard test rooms. Suitable test methods are EN ISO 3744 and EN ISO 9614.

The standard covers both air free delivery and air ducted units with a maximum external static pressure due to duct resistance of 120 Pa max.
