This document explains the requirements and test methods for paraffinic diesel fuel from synthesis or hydrotreatment. Synthesis refers to XTL processes where X refers to various feedstocks for example Gas (G), Biomass (B) or Coal (C) and TL stands for To-Liquid. Hydrotreatment of vegetable oils and animal fats yield Hydrotreated Vegetable Oil (HVO). Paraffinic diesel fuel can be blended with up to 7,0 % (V/V) fatty acid methyl ester (FAME). This document provides background information to the final text of EN 15940 [1] and gives guidance and explanations to the producers, blenders, marketers and users of paraffinic automotive diesel fuel.
Paraffinic diesel fuel is a high quality, clean burning fuel with virtually no sulfur and aromatics. Paraffinic diesel fuel can be used in diesel engines, also to reduce regulated emissions. In order to have the greatest possible emissions reduction, a specific calibration is needed. Some types of paraffinic diesel fuel, at present notably HVO, can also offer a meaningful contribution to the target of increased non-crude derived and/or renewable content in the transportation fuel pool.
For general diesel engine operation, durability and warranty, paraffinic automotive diesel fuel needs a validation step to confirm the compatibility of the fuel with the vehicle, which for some existing engines still needs to be done. The vehicle manufacturer needs to be consulted before use.
NOTE 1   This document is directly related to EN 15940 and will be updated once further publications take place.
NOTE 2   Paraffinic diesel fuel is also used as a blending component in automotive diesel fuel. In that case, composition and properties of the final blends are defined by relevant fuel specification standards.

One task under the European Mandate M/245 was to investigate the applicability of existing petroleum test method standards for fatty acid methyl esters (FAME). For this task CEN/TC 19 has founded a separate working group 26, which has validated 24 methods via round robins, including the development of new test methods.
The work of CEN/TC 19/WG 26 was aimed at the drafting of amendments for existing ISO standards (with test methods for fossil fuels). These amendments include the extension of the scope of the standards to biodiesel as well as the new precision data for biodiesel. To get these new precision data (repeatability & reproducibility), WG 26 has done a major effort to validate all relevant test methods on request of the Task Force of WG 24 and WG 25 dealing with the specifications.
2   Background
CEN has been asked by the Commission (Mandate M/245) to elaborate standards for fatty acid methyl esters (FAME) to be used as sole fuel for heating and diesel engines and as an additive to mineral oil based fuels. This work has been divided amongst two Technical Committees, of which CEN/TC 19 was responsible for determining the applicability of already existing petroleum type test method standards to both pure FAME and to blends. This included comparing precision data, generating new reproducibility and repeatability figures and developing new test method standards if necessary.

The method utilizes a constant volume combustion chamber designed for operation by compression ignition, and employing direct injection of fuel into compressed air that is controlled to a specified pressure and temperature. However, users applying this standard especially to unconventional diesel fuels are warned that the relationship between derived cetane number and combustion behaviour in real engines is not yet fully understood. The standard covers the ignition delay range from 3,3 ms to 6,4 ms (61 DCN to 34 DCN). The combustion analyser can measure shorter or longer ignition delays, but precision can be affected.

This European Standard specifies a test method for the determination of FAME content (FAME, Fatty Acid Methyl Ester) in diesel fuel or domestic heating fuel by mid infrared spectrometry in the range from about 1,7 % (V/V) to 22,7 % (V/V). Other FAME contents can also be analyzed in principle, however, no precision data for results outside the specified range are available at this time.
The test method has been verified to be applicable to samples which contain FAME conforming to the European specifications EN 14214 or EN 14213. Reliable quantitative results are obtained only when the samples do not contain significant amounts of other interfering components, especially esters, which possess absorption bands in the spectral region used for quantification of FAME. When such interfering components are present, this test method is expected to produce higher values
NOTE 1   When interfering components are suspected to be present, it is recommended for cases of doubt or dispute to record the full infrared spectrum and to compare it to spectra of samples with well known FAME contents.
NOTE 2   For the purposes of this European Standard, the expression "% (V/V)" is used to represent the volume fraction.
NOTE 3   For conversion of g/L to % (V/V), a fixed density of FAME of 880,0 kg/m3 is adopted.
