IEC 61969-3:2023 specifies a set of basic environmental requirements and tests, as well as safety aspects for outdoor enclosures for electrical and electronic equipment, under conditions of non-weatherprotected locations above ground. The purpose of this document is to define a minimum level of environmental performance in order to meet requirements of storage, transport and final installation. The intention is to establish basic environmental performance criteria for outdoor enclosure compliance.

IEC TS 62966-3:2021 defines the requirements for operational and personal safety of aisle containments for IT cabinets.
The aim is to provide physical security for the IT equipment installed in the containment using the criteria “availability” and “safety”.
The requirements apply to all operational, working and maintenance procedures.
This document does not apply to ordinary persons, when using installations and equipment.
The requirements described herein are also intended to ensure that it is possible for authorized personnel to enter and remain in the containment (as accessible equipment) and to maintain or upgrade the systems installed in the containment without risk. It should also be possible to evacuate the containment quickly and safely at any time, especially in the event of a fire or any other hazardous situation, whilst reducing the health risk to personnel to a minimum.
Aspects relating to computing, data processing, data storage, building protection or the data centre itself do not fall within the scope of this document. Only those additional aspects arising from the integration of an aisle containment are considered.
The design and positioning of an aisle containment, which is integrated in the data centre, has influence on the following different aspects of operational safety:
a) escape and evacuation plans;
b) escape routes;
c) emergency exits;
d) functional aspects of escape doors;
e) lighting conditions
f) lighting and signposting of escape routes;
g) fire protection.
In this document, these operational safety requirements and recommendations are considered.
To achieve the highest effectiveness, all these requirements are considered as much as possible during the design of an aisle containment.
This document applies to normal operations, not to the initial installation of the containment.

However, it became evident that the outdoor enclosure applications were extremely application specific and the intended effect became irrelevant. Consequently, IEC 61969-2-1 and IEC 61969-2-2 became obsolete and will be withdrawn at the time when IEC 61969-2 Ed.2.0 is published. To provide for a useful outdoor enclosure installation matrix IEC 61969-2 Ed.2.0 focuses on overall outdoor enclosure co-ordination dimension only.

- Addition of design guidance for thermal management and noise suppression as thermal/noise management is often considered a basic requirement of an empty outdoor enclosure. If thermal management components are included in the product, the environmental impact may become the responsibility of the empty outdoor enclosure manufacturer. Therefore the acoustic limitations shall be observed. Typically, the user of the empty outdoor enclosure follows the local regulatory acoustic requirements (sound power and/or sound pressure). Acoustic measurements may be performed on the empty outdoor enclosure fitted with thermal management components only or, if agreed between manufacturer and user at the final stage of the application specific installation.
- Historically, Ed 1 intended to create a market for standardized empty outdoor enclosures offered by multiple vendors. Detail standards such as IEC 61969-2-1 Ed 1 and IEC 61969-2-2 Ed 1 were issued to guide users to preferred and available solutions. However, development showed that this intend (created with user's participation) was not satisfying the user's expectations. Consequently, the detail standards IEC 61969-2-1 Ed 1 and IEC 61969-2-2 Ed 1 will be withdrawn when IEC 61969-2 Ed 2 is issued. The IEC 61969-2 Ed 2 co-ordination dimensions are based on IEC 60917-1. The definition outdoor cases and outdoor cabinets are merged into the definition outdoor enclosures.

This standard does not apply either to a cabinet or a rack having an anti-seismic isolation structure, either external or internal. This standard aims to provide test conditions and criteria that constitute a reference to evaluate the ability of the mechanical structure of the cabinets or racks to acceptably withstand specified seismic intensities. For this purpose, this standard specifies test specimen conditions, such as dimensions (i.e. height, width and depth) of the cabinet and the rack, load distribution, structural test condition and the RRS (required response spectra) of single-axis or tri-axis acceleration as the seismic test wave condition. The single-axis or tri-axis acceleration is selectable. The second edition of this standard replaces the first edition published in 2000 and constitutes a technical revision. The main technical changes with regard to the previous edition are as follows:
Edition 1.0 specified the test condition with one size of the cabinet, and one load distribution. The specified acceleration condition for the test specimen was single-axis and one of the RRS (required response spectra) specified in the standard was selected. The test was aimed to obtain the reference for the structural strength of the enclosure against the specified seismic intensity. Earthquakes are actually random phenomena that are much more carefully simulated by tri-axial simultaneous operation. The demand of tri-axial excitation has emerged as a more accurate representation of an earthquake.
